- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive boulevard, EPS, Suite 600, Room 6074, Rockville, MD 20852, UNITED STATES Description The National Cancer Institute (NCI), Experimental Immunology Branch Flow Cytometry Facility plans to procure on a sole source basis the services of BD Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807 to provide maintenance services for the Government-owned instrumentation listed here: a) BD LSRII SPECIAL SN H47100178 b) BD Laser Component of SN H47100178, Sapphire 488-100 Blue Laser SN 3954 c) BD Laser Component of SN H47100178, 640-40 Red Laser SN 3955 d) BD Laser Component of SN H47100178, 594-50 Yellow Laser SN 5931 e) BD Laser Component of SN H47100178, Violet Laser 50 MW SN 3956 f) BD Laser Component of SN H47100178. UV 100mW Laser, SN 3953 This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219, and the business size standard is $19.0 Million. Period of Performance: Performance shall be from December 20, 2012 to December 19, 2013 or twelve (12) months from date of award whichever is later. These instruments are located at the National Institute of Health (NIH) National Cancer Institute's (NCI) Bldg. 10, Bethesda, MD 20892. Contractor shall perform two (2) preventive maintenance inspections during the contract period. All service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided by the Contractor on an unlimited basis during the term of this contract. Contractor shall guarantee on-site response time of 48 hours or less. Contractor shall provide telephone support including expert engineering advice. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or remanufactured to original equipment specifications. The Contractor, BD Bioscience, designed and fabricated the instrument. BD is the only organization with the spare parts and engineering expertise necessary to supply this service contract. BD Biosciences has many trained service representatives in the immediate area in order to meet required response times. These representatives are uniquely qualified as they are trained by the manufacturer, and the manufacturer provides frequent updated continuing education for them. They are the only company qualified to provide software and hardware upgrades. BD Biosciences maintains a full inventory of parts in their warehouse that can arrive on-site by the following morning to replace items and return equipment to service immediately. The instrument is uniquely designed for the NCI/EIB, and the manufacturer (BD Biosciences) is the only vendor familiar with their service requirements. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIC to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NIC Office of Acquisitions on or before 11:00 AM EST on December 17, 2012. No electronic capability statements will be accepted (i.e. email or FAX), and original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) thru sam.gov.
