Answer #1: No, Please read the combined/synopsis solicitation that posted in FedBizOpps(FBO) or www.fbo.gov : INSTRUCTIONS/CONDITIONS AND NOTICES TO OFFERORS OR RESPONDENTS: The Provision at FAR52.212-1, Instructions to Offerors-Commercial, applies to this acquisition with the following addition: • The contractor shall submit a Technical Proposal, not exceeding 25 pages, that documents their Technical/Financial Expertise and Definitional Mission experience. • In addition, the contractor shall provide a separate Business/Cost proposal on the SF-1449; a completed Contractor Employee Biographical Data Sheets for proposed key personnel; and a completed Contractor Price Quotation Breakdown via http://www.ustda.gov/businessopps/dmdocuments.asp. Resumes may be submitted in lieu of the Contractor Employee Biographical Data Sheet if the resume is inclusive of all pertinent information. Question #2 Question: Is further detail available on prospective Chilean projects to be examined during the definitional mission? Answer #2: USTDA has received further detail concerning some of the prospective renewable energy projects to be evaluated and intends, of course, to share that information with the selected DM contractor. However, for purposes of this solicitation, USTDA considers that adequate information has been provided in the SOW in order for offerors to provide statements of their relevant experience and qualifications based on the types of energy projects to be reviewed. Could you provide further details, if any, on evaluation criteria-such as weights given to staff, firm experience, approach/work plan, and technical/price offers? Answer: See Combined Synopsis/Solicitation posted on FedBizOpps (FBO) or www.fbo.gov under solicitation number RFQ-CO201351044 that list six (6) evaluations factors. Question: 2. Period of performance is said to be one year from signature, although all deliverables are due by April 2013-does this mean there will be a retainer following the DM's completion for any follow-on work or advice needed? Answer: There is no retainer. While the deliverables are due by April 2013, the period of performance is for a larger span of time in the event that it is not possible to complete the deliverables by the referenced date due to circumstances beyond the DM Contractor's control. Question: 3. Could you provide any indication of budget allocated for this job, or expected level of effort? Answer: See Combined Synopsis /Solicitation as posted on FBO - "The historical cost for a similar requirement is $65,000.00." Question: 4, Could you confirm whether we must include in our price offer the cost of the Defense Base Act insurance and MEDEVAC insurance? Answer: The contractor can include include them in your cost proposal as other direct costs. A003: Correction to Answer of Question #4 above of A002 (Q&A) Correct Answer: A003: #4. Yes, The contractor can include Defense Base Act and MEDEVAC Insurance in their cost proposal as other direct costs.
