Description
Wheelchair Van and Courier Transportation Services, Department of Veterans Affairs Pittsburgh Healthcare System (VAPHS), Pittsburgh, PA VA Pittsburgh Healthcare System is seeking to award a contract for wheelchair van and courier transportation services throughout the tri-state area. The Contractor agrees to furnish non-emergent, wheelchair van and courier transportation services, 24-hours per day, and seven day per week, (to include all federal holidays) for all beneficiaries of the VA Pittsburgh Healthcare system and it's Community Based Outpatient Clinics (CBOCs) in Beaver, Fayette, Washington, and Westmoreland Counties in PA and in Belmont County in OH. Care provided during transfer of a patient shall be according to orders of the attending physician. This is a set aside for Small Business. Services shall be provided by the Contractor, as needed twenty-four (24) hours a day, seven (7) days a week, including Federal Holidays. The following ten holidays are observed by the Federal Government: New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, Christmas Day, and any other day specifically declared to be a national holiday by the President of the United States. The majority of the runs will be between 6:00 a.m. and 6:00 p.m. Monday through Friday. Services between 8:00 p.m. and 5:30 a.m. will only be required on an occasional basis. Drivers shall be trained in the following areas: Defensive driving/proper vehicle operation ensuring safety; First aid and CPR/recognition of patient exhibiting medical distress; Universal Precautions training (location and availability of protective gear, availability of hepatitis injections etc.); Driver responsibilities (ex. keeping logs of patient's transported); Customer service training; Use of seat belts and all adaptive equipment in vehicles in accordance with manufacturer's instructions; Non-use of drugs and alcohol; maintaining a non-smoking environment in the vehicle; Proper lifting techniques; Confidentiality of patients, in accordance with the Privacy Act of 1974. Employee Conduct: The VA requires the maintenance of high standards of employee integrity, conduct, and effectiveness. When such standards are not met, it is essential that prompt and corrective action will be taken. The policy of the VA is to maintain at all times, conformance with the standards of conduct and efficiency which will promote the best interests of the service while in direct contact with VA beneficiaries, their families and representatives. The applicable NAICS is 485991 with the small business size standard of $14 million. The Solicitation will be issued on or about December 10, 2012 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading free of charge. Any amendments to this solicitation will be available at the same website. Offerors are advised that they are responsible for obtaining amendments from the website. The Deadline for Proposals will be due on or about December 17, 2012 (See solicitation for actual due date). All responsible sources may submit a proposal which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov and shall be registered in the System for Award Management (SAM) database at http://www.sam.gov prior to award of a contract.
