Description
U.S. GOVERNMENT RLP # 1OR2010 General Services Administration (GSA) seeks to lease the following space: State: Oregon City: Baker City Delineated Area: City Limits of Baker City, OR Minimum Sq. Ft. (ABOA): 6,480 ABOA Maximum Sq. Ft. (ABOA): 6,577 ABOA Space Type: Office Parking Spaces (Total): 70 Parking Spaces (Surface): 10 full size spaces for visitors; 2 pull-through RV spaces (12 X 40ft spaces); 40 full size spaces for employees available on site or within a 2 block walking distance without crossing major arterial, as determined by the GSA Lease Contracting Officer; See Additional Requirements for bicycle parking. Parking Spaces (Structured): None Parking Spaces (Reserved): 18 full size spaces for government owned vehicles (full size pickup trucks) in a fenced area with secured card access powered operated gate access. Full Term: 20 years Firm Term: 10 years Additional Requirements: Site must allow for a 20ft x 20ft Grounded Pad for a 60ft freestanding radio tower located no more than 80 feet from the building. Site must be zoned and permitted for radio tower use. Grounded Pad Site for radio tower must have line of sight to Mount Emily, Beaver Ridge, and Big Lookout Mountain for radio communication. Surface parking lot must provide a bicycle rack able to accommodate 6 bicycles. Site must allow for a flagpole on the grounds or roof. Site must allow for illuminated sign indicating the tenant, visible from the street. LEED Silver CI is required for existing buildings, LEED Silver NC is required for new construction. Energy Star label is required within 18 months after occupancy by the Government or site must meet energy star steps for exemption as defined on the Energy Star web site. The Offeror is encouraged to include shared savings in the offer as a result of energy upgrades where applicable. ENERGY STAR tools and resources can be found at the http://www.energystar.gov Web site. The term "most recent year" means that the date of award of the Energy Star label by EPA must not be more than 1 year prior to the lease award date. For example, an Energy Star label awarded by EPA on October 1, 2011 is valid for all lease awards made on or before September 30, 2012. To earn the Energy Star label, a building owner or representative must follow the instructions on the Energy Star Web site at http://www.energystar.gov/eslabel. Offered space must meet Government requirements for fire safety, accessibility, seismic compliance with RP8 standards and sustainability standards per the terms of the Lease. A modified gross lease is required with the Government paying gas and electricity. Offered space shall not be in the 100 year flood plain. Expressions of Interest Due: January 7, 2013 Market Survey (Estimated): February 7, 2013 Offers Due (Estimated): April 5, 2013 Occupancy (Estimated): August 6, 2014   Expressions of interest must include the following information: 1. Building/site name and address and location of the available space within the building/site; 2. Rentable square feet available and expected rental rate per rentable square foot, showing the rent broken into Shell rent and operating expense rent; 3. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, modified gross, excluding gas and electricity. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); 4. Date of space availability; 5. Building ownership information; 6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); 7. Energy efficiency and renewable energy features existing within the building; 8. List of building services provided; 9. One-eighth inch scale drawing of proposed space offered, and proposed site layout; 10. Name, address, telephone number, and email address of authorized contact; 11. In cases where an agent is representing multiple ownership entities, written acknowledgement; 12. Permission to represent multiple owners for the same submission; 13.
