- Attachement C - Pricing Information (Pricing Volume II) Attachment B - Faculty Information (Technical Volume I) Attachment A - Description Template (Technical Volume I) Combined Synopsis Solicitation OPM26-13-Q-0040 In support of its mission, The Western Management Development Center (WMDC) needs to acquire a contractor to deliver up to three (3) behavioral leadership assessment centers (LACs) for the purpose of providing high quality developmental feedback to Federal Senior Managers (i.e., GS-15 pay level or equivalent) on their readiness to enter the next level of leadership in the Federal Government (i.e., executive level). The LAC is a two and a half day (i.e., 20-23 hour) program, which includes time for behavioral assessment, analysis of data, and debriefing of participants. Note: Depending on the design, the behavioral assessment portion may be from 8-11 hours in length. The LAC shall assess ten (10) competencies needed to succeed as a first-year Federal executive. The competencies must be drawn from the list of 28 competencies that comprise OPM's Executive Core Qualifications (ECQs). For more information on OPM's ECQ competencies for Federal executives, please see http://www.opm.gov/ses/recruitment/ecq.asp Participants are to be debriefed on their readiness to be working at full performance level today as a Federal Executive on the competencies assessed. Participants must be provided with developmental suggestions for how to reach the next level of competency performance.
