- NAVSUP Fleet Logistics Center Puget Sound will be soliciting for Certification Training Courses for Military Housing Inspector and Unaccompanied Housing Manager (Level 1 & 2) in support of Commander Navy Region Japan to include classes taught at Navy Support Facility (NSF) Diego Garcia, NSF Atsugi, Japan, Navy Air Facility Misawa, Japan, Commander Fleet Activities (CFA) Okinawa, Japan, CFA Sasebo, Japan, and CFA Yokosuka, Japan in accordance with solicitation specifications. This acquisition will be negotiated on a sole source basis with The Military Housing and Lodging Institute, Inc., Leesburg, Virginia, as this firm is the only identified source of the required certification training. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. It is anticipated that the solicitation will be posted to the NECO website on or about 23 November 2012 with proposals due by 5 December 2012. A Firm-Fixed Price, Service type contract will be awarded in accordance with FAR parts 12 and 15, Commercial and Negotiated Contracting Procedures. All responsible sources may submit a proposal which shall be considered by NAVSUP FLC PS. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Emailed or faxed completed solicitations are acceptable. Electronic submission of proposals/quotes via NECO is not available at this time.
