Description

OVERVIEW The Department of Veterans Affairs 646 is seeking sources to provide possible installation of or continued service of Dark Fiber and Recurring Costs. This is a request for information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. The contractor shall provide all resources necessary to accomplish the tasks specified below. The VA 646 is looking for the following information A Capabilities Statement that includes but is not limited to the below information: Business Size Duns and Bradstreet Number Federal Tax ID number NAICS code If your company has dark fibers installed in the local areas identified below Cost estimates of installation of Dark Fibers and yearly service and maintenance costs Management Solution for installation and services GENERAL INFORMATION 1. Title of Project: Dark Fiber Installation and Recurring Costs 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. This procurement is to provide a fiber optic network between all locations of the VA Pittsburgh Healthcare System and the VISN Office. Additional locations include VA Pittsburgh Human Engineering Research Laboratory (HERL). There is an additional location at Greentree Road in Pittsburgh that will need to be added. This will need to be added by February 14, 2013. 3. Background: In the past the VA Pittsburgh has a contract to provide a fiber optic network between the three campuses, remote VISN Office and HERL. Additional location on Greentree Road will need to be added and functional not later the 3/1/2013. This infrastructure is critical to the success of our current IT technology. All locations of our medical center depend on extensive computing and Internet-based services and connectivity needs to keep up with the demand. The current contractor provided us with dark fiber for a private network that is more than 600 times faster than a typical T1 data connection. CRITICLE FACTOR Supported bandwidth shall be a minimum of 10 Gigabytes. 4. Performance Period: The period of performance is from date of award in Fiscal Year (FY) 13 with 2 option years for a total of 3 years. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer Representative (COR) and formally approved by the Contracting Officer (CO). 5. John Heinz Progressive Care Center, 1010 Delafield Rd, Pittsburgh PA 15215 AND University Drive Division, 5243 University Drive, Pittsburgh, PA 15240 AND Highland Drive Division, 7180 Highland Drive, Pittsburgh, PA 15206 4 Dark Fibers of 14 miles between: H. John Heinz Progressive Care Center, 1010 Delafield Rd, Pittsburgh PA 15215 AND VA Stars & Stripes Healthcare Network, 323 North Shore Drive, Pittsburgh, PA 15212 4 Dark Fibers Distance of 10 miles between: H. John Heinz Progressive Care Center, 1010 Delafield Rd, Pittsburgh PA 15215 AND VA Pittsburgh Human Engineering Research Laboratory (HERL), 6425 Penn Ave., Suite 400 (Bakery Square), Pittsburgh, PA 15206 2 Strands of Dark Fiber University Drive Division, 5243 University Drive, Pittsburgh, PA 15240 AND 3 Parkway Center, Building 3 ground floor, 875 Green tree Road, Pittsburgh, PA 15220 SECURITY Security Training All contractor employees and subcontractors under this contract or order are required to complete the VA's on-line Security Awareness Training Course and the Privacy Awareness Training Course annually. Contractors must provide signed certifications of completion to the COR during each year of the contract. This requirement is in addition to any other training that may be required of the contractor and subcontractor(s). Contractor Personnel Security The contractor shall be required to comply with all physical security guidelines by either checking in with the VA Police each time they come on-site to perform contracted services or by obtaining a VA Contractor ID badge from the VA Police.
