CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010258220 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-61. The associated North American Industrial Classification System (NAICS) code for this procurement is 334514 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-12-03 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Aberdeen Proving Ground, MD 21005 The APG - Aberdeen Installation Division requires the following items, Brand Name or Equal, to the following: LI 001, Load Bank mobile, transportable, 28vdc, 500amp. Able to absorb up to 14kW of total load with.14kW step adjustments. Uses 28VDC control power and operation of all load switching via remote control box. Model number PB1F1428DC-RC-DC portabank by Mosebach. Minimum Specifications for a Portable Electrical DC Load Bank System The portable electrical DC load bank system shall consist of: ?A portable design with lifting handles for mounting on small military vehicles. ?A metal enclosure to hold the load bank elements. ?A detachable 25? cable for remote control. ?A remote control box to operate the load bank. ?Provision for forced air cooling of load bank system. The portable electrical DC load bank system is intended to perform all of the following functions: ?Provide a resistive electrical load for a 28VDC vehicle power system with a minimum load range of 140 Watts to 12 kW. ?Control the load settings from a wired remote box with a resolution of 0.14 kW. ?Provide voltage and current display at the remote box. ?Provide over temperature indication at the remote box. ?Continually provide the maximum power draw (12 kW) over all Aberdeen Test Center courses, while mounted on a moving vehicle. The portable electrical DC load bank system will conform to the following minimum and maximum requirements: ?Maximum current draw of 500 amps DC at 28 volts. ?Provide a minimum of 5 amp load steps over the range of 0 to 500 amps. ?The load bank will conform to a maximum size of 2? W x2? H x2? D. ?The complete system will conform to a weight less than 150 lbs. ?Provide power for the forced air fan and control circuitry from 28VDC vehicle power. ?The system will use steel resistive elements to absorb the load., 5, EA; LI 002, Shipping Aberdeen proving ground ATC, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, APG - Aberdeen Installation Division intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. APG - Aberdeen Installation Division is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
