Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures under FAR Part 13; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation document will not be issued. It is incumbent upon contractors to monitor the FedBizOpps web page (https://www.fbo.gov) for any/all subsequent amendments. FedBizOpps also contains an option for automatic notification services. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued- PAPERCOPIES OF THE SOLICITATION WILL NOT BE AVAILABLE. The Government will not pay for information received. The NAICS code is 721110 with a size standard of $30M. This is an unrestricted acquisition. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. It is the offeror ™s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: http://farsite.hill.af.mil. NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office intends to procure meeting space and AV support for the 2013 Office of General Counsel (OGC) annual seminar conference. OGC requires the conference to be in the Washington DC Metro area for easy access to the speakers providing this year ™s training. In addition, the facility needs to accept United States Government per diem rates for overnight accommodation, have available parking spaces, provide cash concessions (breakfast and lunch), provide the necessary AV equipment, and the required number and size of training rooms to conduct the daily training for approximately 500 attendees and guest speakers. This is not a solicitation for Event Planning Services or 3rd Party Event Planning Services. NAVSUP will not consider a proposal submitted by an offeror that is not a hotel or conference center. An offer that requires the Government to execute a separate agreement with a 3rd party shall be deemed technically unacceptable. The period of performance for the conference is 22 April 2013 through 25 April 2012. No other dates will be considered. The location for the hotel/conference facility must be within the Washington DC Metro area. No other locations will be considered. EVALUATION FACTORS FOR AWARD: The Government intends to award a firm-fixed-price purchase order resulting from this solicitation to the lowest priced, technically acceptable responsible offeror. The technical factors will be considered more important than price. The factors identified below will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements. (a) Offerors shall provide in sufficient detail a technical quote that meets each of the requirements identified in the attached Performance Work Statement (PWS), and must be located in the Washington DC Metro Area. (b) Offerors must be actively registered with the System for Award Management (SAM) prior to award and Wide Area Work Flow (WAWF). Failure to be actively registered will result in disqualification from award consideration. Website is http://www.sam.gov. (c) Offerors shall provide pricing in response to this solicitation. If conference space is provided complimentary based on occupancy/lodging, this must be clearly stated in the quote. Technical and/or administrative questions must be submitted in writing to ian.horwitz@navy.mil no later than 10:00 a.m., Thursday 6 December 2012. Individual responses will not be given. Responses to all inquiries will be published by amendment to the solicitation. Inquiries and information received after the established deadline shall not be considered for this particular acquisition. Oral communications are not acceptable in response to this notice. Only written inquiries will be accepted. The offeror's initial proposal shall contain the offeror's best quote from a price and technical standpoint. The Government intends to evaluate offers and award a purchase order without discussions, but reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation. The provisions at 52.212-1, 52.212-3, apply to this acquisition. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clauses at 52.212-5 and 252-212-7001, Contract Terms and Conditions Required to Implement Statues or Execute Orders-Commercial Items, 52.222-37, Payment by Electronic Funds Transfer-Central Contractor Registration, 52.204-7 Central Contractor Registration and 252.204-7004 (AltA) Central Contractor Registration apply to this acquisition, with the following clause checked as applicable: 52.222-2, 52.222-35, and 52.222-36.
