- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. McAlester Army Ammunition Plant (MCAAP), McAlester, OK has a requirement for the following: Approximately 275,000 Gallons (estimated annual maximum usage) of Refrigerated, Liquid Nitrogen (N2), UN Number 1977. The refrigerated liquid nitrogen shall be delivered via tanker truck to fill, or quote mark top-off quote mark, existing 10,000 gallon tanks located at the facility. The government will only be obligated to the extent of authorized calls actually placed against the resulting agreement. There will be no guaranteed minimum quantities purchased. Estimates included in this request are for quoting purposes only. A Blanket Purchase Agreement (BPA) for a period of one year, beginning at award in January 2013 and ending December 31, 2013, will be awarded as a result of this request. Quoted prices will be firm and fixed. Awards will be issued as individual call orders against the resulting BPA. Call orders will also establish period of performance/frequency of services. The proposed BPA is set-aside for small business. The award of this BPA will be determined by evaluation IAW FAR 13.106-2 Evaluation of Quotations or Offers and FAR 52.212-2 Evaluation - Commercial Items.
