- This is a sources sought notice. The U.S. Nuclear Regulatory Commission (NRC) is conducting market research to determine the availability of responsible entities for document processing center support services, which include, but may not be limited to: • Performing tasks associated with entering, and filing documents into NRC's IBM P8-based Agencywide Document Access and Management System (ADAMS), which is NRC's official record keeping system. This includes document receipt, preparation, disposition, scanning, indexing, distribution, and sending notifications of document processing completion; • Publishing documents to NRC's external website; • Performing ADAMS data maintenance and cleanup tasks associated with profiles entered into ADAMS, including maintaining the ADAMS Controlled Value Lists (CVLs), and ADAMS enforced rules; • Perform necessary steps to add documents and packages into the ADAMS Records Management Application (RMA) such as adding the record classification scheme during document profiling, entering subject file codes, and other identified mandatory records elements; • Providing document processing support services for converting older, paper and microfiche-based NRC document collections into electronic format and adding them to ADAMS; • Providing helpdesk support services specific to ADAMS functions, such as adding/deleting ADAMS accounts, changing ADAMS system passwords, replacing documents in ADAMS, declaring documents as Official Agency Records (OARs), assist with searching for documents in ADAMS, etc.; Responses to Sources Sought Notice The NRC is seeking sources that have the capability to provide the aforementioned services. Responses to this notice shall include: A. A very detailed capability statement detailing the respondent's ability to provide each of the the aforementioned services. Respondents must include information to document experience and expertise in document processing center support services. B. Responses of the questions below. : 1. Is your company a small business under NAICS code 518210 (size standard: $25.0 million)? If your company is a small business under that NAICS code, what type of small business is it (i.e., small disadvantaged business, woman-owned small business, economically disadvantaged woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, 8(a) certified small business, and/or HUBZone small business)? 2. Does your organization have experience with each of the document processing support services, as described above? If so, describe that experience in detail. 3. Does your organization have, or has it had within the past three years, a contract with any other companies or government agencies for document processing support services? If so, please describe these contracts in detail (contract number, contract type, contract value, description of scope, name and contact information for contracting officer, name and contact information for contracting officer's representative). 4. Please provide commercial pricing information for various labor categories in your company that could potentially provide document processing support services, and include a corporate description of the functions and duties for those labor categories. Responses to this notice should only include the capability statement and responses to the questions presented above. Responses that do not directly address the questions above will not be considered by NRC in developing its acquisition strategy. Telephone inquiries or responses will not be accepted.
