- The Mission Engineering and Interoperability (MEI) Division (41R100D) in the Systems Engineering Department (410000D) of the Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Weapons Division (NAWCWD) supports Department of Defense (DOD) Agencies and Programs by providing research, development, testing and evaluation (RDTE), technical assistance and systems engineering in the development, testing, and fielding of future Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) systems. The MEI serves as a focal point for defining system requirements, system design and integration plans, prototype systems development, and testing and evaluation (T&E) for Programs and/or Agencies that field systems or components that support or derive ISR&T products. Tasks described in this Statement of Work (SOW) focus on prototype development. Under this effort the contractor will deliver ISR&T prototype components, modules, software, and systems through the performance of task orders. Specific activities to be performed include: Prototype Concept Development, Technology Assessment, Technology Insertion Planning, Technology Research Briefings and Demonstrations, Performance and Risk Analysis, Product Chain Analysis, Prototype Design and Delivery, Architecture Design and Review, Interface Design and Documentation, Systems Engineering and Implementation, System Testing and Evaluation, Software Engineering, Sensor Model Development, Photogrammetric Algorithm Development, Validation Testing and Evaluation, ISR&T Software Services and Systems Development, ISR&T System Testing, Evaluation and Analysis, Multi-INT Data Mining, Multi-INT Data Integration, Time Sensitive Targeting (TST) Systems Integration, Prototype System Evaluation and Transition, Fleet Operations and Liaison, and Training. It is anticipated that multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts will be awarded to fulfill this requirement under the authority of and in accordance with FAR Part 15 “ Contracting by Negotiation. This is a 100% Small Business Set-aside. The estimated release date of the solicitation is 16 January 2013 with an estimated award date of 1 July 2013. The minimum order amount per IDIQ contract is $50,000.00. For any orders in excess of the minimum, each IDIQ contractor will be given a fair opportunity to be considered. Delivery of all line items will be FOB Destination with the destination and time defined within each delivery order. The IDIQ contracts will be awarded using a best value analysis with the requirements that contractors meet the minimum specifications as detailed in the solicitation.
