- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the NIDA Intramural Research Program intends to negotiate a Purchase Order on a sole source basis with the University of Maryland, located in College Park, MD. The Purchase Order will involve accessing data collected previously on a sample of children with extreme temperamental behavior (NIMH-IRP Protocol 03-M-0186: The Psychobiology of Temperament: An fMRI Study). The Section on Developmental and Affective Neuroscience (SDAN) at NIDA seeks to collect repeated data on a sample of subjects with the Child Development Laboratory at the University of Maryland. The Child Development Laboratory has characterized a sample of children in the first five years of their lives through repeated assessments of behavior and psychopathology. Data will be collected using functional Magnetic Resonance Imaging (fMRI) and event-related potential (ERP) techniques, and will be compared to data previously collected in the study by SDAN and the Child Development Laboratory. Neuroimaging techniques will be used to examine aspects of brain structure and function in the subjects by applying emotional stimuli. The degree to which the subjects' response to the emotional stimuli is affected by their network of friends, exposure to different types of social experiences, and their personalities will be studied. Characterization of this sample would largely be lost through selection and development of another sample. The University of Maryland is the only known source with the expertise of neuroimaging and assessing the psychopathology of this study sample. The period of performance is 12 months. This acquisition is being conducted under FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
