- Statement of Objectives THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201(c)(7) AND FAR 52.215-3. This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response. Background : This is a market research undertaken by The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) to find out if there are any capable 8(a) small business vendors who are efficient and capable of fulfilling an organizational assessment, evaluation, strategic improvement planning, and change management support services for FEMA. Please see the attached document for more information on the requirement. Please provide a capability statement including technical capability statement as well as past performance information on similar projects. Please include contact information (name, e-mail, and phone number) of your past performance references as part of your capability statement. Please limit your capability statement between 3-5 pages and not to exceed 5 pages. Please include your detail company information including your DUNS number, tax-id number and NAICS code. Again, this RFI is strictly for market research purposes and it does not guarantee an RFP or commit the Government to issue an RFP, nor does it restrict the Government to a particular acquisition approach. The dead-line to respond to this RFI is NLT 12/12/12 at 12:00PM Eastern Standard Time.
