Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13 for the following, under simplified acquisition procedures. The Request for Proposal number is FDA-SOL-13-1113417. Provisions and clauses in effect through Federal Acquisition Circular 05-45 are incorporated into this request. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The provisions and clauses may be accessed in full text at www.acquisition.gov/far. The NAICS code is 519130, Internet Publishing and Broadcasting and Web Search Portals. This is a total small business set-aside. All qualified vendors are encouraged to respond. The purpose of this procurement is to procure a web-base application to the Knovel Science and Engineering Reference Sources (BRAND NAME OR EQUAL) for a twelve (12) month period. Product shall support the U.S. Food and Drug Administration (FDA) Bioscience Library. This requirement will allow web access to the online application for an unlimited number of authorized users. The FDA requests proposal responses from qualified sources capable of providing FDA users with web access to the Knovel Science and Engineering Reference Sources. Base Period CLIN 0001 - Knovel Science and Engineering Reference Sources web-base application (BRAND NAME OR EQUAL) Period of Performance: 01/01/13 - 12/31/2013. DESCRIPTION OF WORK: The FDA Bioscience Library requires a site license based on a concurrent user license level with unlimited searching to content on the Knovel database (BRAND NAME OR EQUAL), a collection of over 1000 science and engineering reference resources. It is a web-based application integrating technical information with analytical and search tools to drive innovation and deliver answers. SCOPE AND REQUIREMENTS: The FDA Biosciences Library requires a concurrent user site license that includes unlimited online web access, to a select group of core technical reference resources based on Inter Protocol (IP) authentication. The Contractor shall provide users 24/7 online web access from their individual desktops. The Contractor shall provide user friendly interface which will enable customers to locate reliable information quickly from difficult to find industry specific resources. The resources shall cover the following subject areas: Biochemistry, Biology & Biotechnology, Chemistry & Chemical Engineering, Food Science, General Engineering & Engineering Management, Pharmaceuticals, Cosmetics & Toiletries, Nanotechnology, Safety & Industrial Hygiene. Knovel's productivity tools shall include interactive tables and graphs that have the ability to be exported. The resources shall be fully indexed and searchable. The user interface shall include a Graph Equations Tables search that retrieves numeric and other tabular data from the resources, allowing the user to extract precise items of interest. Additionally, the site license shall include access to premium content from the following: Patty's Toxicology multi-volume series and The Merck Index. SPECIFIC REQUIREMENTS/SALIENT CHARACTERISITCS: If the Contractor is not proposing the "brand name" solution specified above, the proposed product shall meet the following salient, functional characteristics in order to be considered for award: The Contractor shall provide the FDA with unlimited web based access online to a suite of highly technical reference resources integrating technical information with analytical and search tools to drive innovation and deliver answers. The Contractor shall provide the FDA with unlocked access where an unlimited number of Authorized users can access the resources at one (1) time, despite the number of users authorized under the applicable Concurrent User License (CUL). The Contractor shall provide an unlimited number of users with the ability to set up user profiles that shall allow them to access the resources both within and outside of the FDA IP range. The subscription shall be for one (1) concurrent user in an unlocked environment for the following subject areas: Biotechnology; General Engineering; Nanotechnology; Pharmaceuticals, Cosmetics & Toiletries. The Contractor shall provide two (2) concurrent user licenses based on the high level of usage for the following subject categories: Chemistry and Chemical Engineering, Biochemistry, Safety and Industrial Hygiene and the Merck Index. The Contractor shall provide three (3) CULs for the Food Sciences subject area. For the above list, the Contractor shall provide the following: A site license for 24/7 Agency web access based on IP authentication. Access shall be set-up as locked or unlocked based on levels of usage. A search engine designed to assist users with their pursuit of information. Interactive tools that normalize information across content sources and bring content to life by making tables, charts, equations, plotters and graphs interactive. The Contractor shall provide customer service that shall be available to troubleshoot website and connectivity issues via phone and e-mail from 8:30 a.m. to 5:30 p.m. Eastern Standard Time (E.,S.T.) with the capability to conduct live chats. The Contractor shall also provide online tutorials. The Contractor shall provide users with online web access to all of the resources, as the subject categories represent key areas of regulatory interest, and they shall have the ability to search selected resources with one (1) query and one (1) interface. The Contractor shall also provided users with the ability to search for information included in charts and tables included in the resources. Users shall be prompted to set up a profile and password, enabling them to access the database from non-FDA-networked computers, set preferences, save searches, create folders, and email links to content. The Contractor shall provide the FDA Biosciences Library with unlimited access to a search platform with a compilation of technical reference resources that shall be searchable across the platform. The Contractor shall troubleshoot any access problems as needed, but is not expected to respond during non-operational hours. Operational hours are considered from 8:30 a.m. to 5:30 p.m. E.S.T., Monday through Friday, exclusive of weekends and holidays. DELIVERABLES: 1. The interface shall be hosted on the Contractor's server and shall include unlocked access. 2. If a plug-in or additional software is required or recommended for optimal use, the Contractor shall provide specific requirements. The Contractor shall address any questions or problems encountered when using this product with supported software or hardware. 3. The Contractor shall provide usage statistics on a monthly basis in an Excel format. The usage statistics shall be provided either via email or Contractor provided login and should include session count, search count and total document retrievals per title. 4. The Contractor shall provide online tutorials. The Contractor shall also provide on-site training, promotional materials, briefings and updates to FDA researchers, in the Metropolitan D.C. area, as well as, selected remote offices via webinars. 508 COMPLIANCE: The following Section 508 standards are applicable to this requirement. §1194.22 Web-based intranet and internet information and applications. §1194.41 Information, documentation, and support. EVALUATION FACTORS FOR AWARD: The Government shall award a contract, resulting from this solicitation, to the responsible offeror as a fixed-price contract on the lowest price technically acceptable (LPTA) evaluation method. Award will be made on the basis of the lowest evaluated price (inclusive of options) meeting or exceeding the non-cost factor (technical conformance to the requirements of the solicitation). The Government intends to evaluate offers and award a contract without discussions. The offeror's initial offer should contain the offeror's best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the best interest of the Government; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The following factors shall be used to evaluate offers: 1. Technical Features Meeting/Exceeding Salient Requirements (Brand Name or Equal) 2. Total Price (all CLINs shall be priced) PROPOSAL INSTRUCTIONS TO OFFERORS: Offerors are required to submit their proposals in two separate volumes as follows: Volume I - Technical Volume II - Pricing Proposal The completion and submission of the above items will constitute an offer (proposal) and will indicate the offeror's unconditional assent to the terms and conditions of this RFP and any attachments hereto. Alternate proposals are not authorized. Objections to any terms and conditions of the RFP will constitute deficiency, which may render the offer unacceptable. Volume I - Technical: This portion of the proposal to include all data and information required for technical evaluation of brand name or equal product, and exclude any reference to the pricing aspects of each offer. If an equal product is proposed, offeror shall demonstrate how that product is equal to the brand name product. Offerors shall demonstrate in sufficient detail that the proposed solution will successfully meet the requirements of the salient characteristics. For purposes of clarification, offerors are encouraged to provide trial access to their products to demonstrate how the requirements of the salient characteristics will be met. Volume II - Pricing: This volume shall include the complete pricing. Offerors shall propose pricing for a twelve (12) month base period and two (2), 12 month optional periods. Offerors shall price each CLIN and clearly state an overall cost to the Government (inclusive of options).
