- Solicitation #: N32205-13-R-6005 Procurement Type: Sources Sought Title: Civil Service Mariner (CIVMAR) Lodging Requirement THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for proposal and no contract or purchase order will be awarded from this notice. There is no solicitation available at this time. Military Sealift Command, Norfolk, is seeking eligible businesses to perform and deliver the following lodging services in East Freehold, NJ: A hotel or property management company that can provide lodging services for an average of 65 CIVMARS per day. Three (3) properties must be used to complete this task (1 primary and 2 overflow properties). The contractor/primary facility must house greater than 50% of all of the CIVMARS at all times. The additional facilities will only be used when the primary lodging facility exceeds its capacity. The contractor shall furnish necessary facilities, including furniture, equipment and supplies, management, and supervision of the hotel labor force. Such facilities shall be located within a twenty-five (25) mile driving radius of Training Center-East (TC-E), 1029 Route 33, East Freehold, NJ, using www.google.com. Sources may be large or small business concerns. The Government anticipates a period of performance with a one (1) base year and four (4) 1-year option periods commencing on 07 August 2013. The appropriate NAICS Code is 721110. Again, THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. This is a market research tool used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit a brief capabilities package demonstrating ability to provide the requested services. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry. This document shall address, as a minimum the following: (a) Company profile to include number of employees, office location(s), DUNS number, and CAGE Code (b) Point of contact, telephone number, fax number, address, and email address (if available) (c) Small business standing (i.e., large or small business, if small business, the specific category/NAICS of small business). (d) If this effort were solicited as a small business set-aside and valued at over $150,000.00, please outline how your organization would adhere to FAR Clause 52.219-14 Limitations on Subcontracting. (e) Answers to the following questions: Does the property provide dining facilities for breakfast, lunch, and dinner? Are there dining facilities within one half mile from the primary and each of the overflow facilities, including "fast-food" establishments and/or "full-service" establishments? How will facility/hotel staff provide a means of storing and safeguarding (safe or vault) small, high value personal property of the occupants? Does the hotel have an American Automobile Association (AAA) rating of three (3) or more? Does the hotel allow free parking? Is smoking allowed in any of the rooms, if so, what are the restrictions associated with smoking on the property? All properties must be willing to supply a refrigerator and microwave for each room housing a CIVMAR. Will all three of the properties be able to do this? What is the location of your nearest public transportation stop? How many coin operated washers and dryers onsite? Do you provide free, functional Internet connection in each room? Could the property provide transportation on a daily basis between the training center and hotel? Vendors shall be registered in the SAM database (http://www.sam.gov) and complete Online Representations & Certifications (http://orca.bpn.gov).
