Description
Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to exercise their right under Paragraph H.22 Rolling Admissions under Solicitation HSCG88-09-R-623066 INDEFINITE DELIVERY-INDEFINITE QUANTITY REGIONAL MULTIPLE AWARD DESIGN/BUILD CONSTRUCTION CONTRACT (IDIQ-RMACC) AT VARIOUS DHS FACILITIES THROUGHOUT THE UNITED STATES AND TERRITORIES. The areas being considered under this sources sought are Region 7.5 Puerto Rico, Region 14 Hawaii, and Region 17 Alaska. The Government reserved the right to review the contracts to determine whether it would be appropriate to announce a new competition for the purpose of adding additional Contractors. Determination are made on a regional basis. The Regional Multiple Award Construction Contract awardees will perform standard construction, design/build, performance-based construction task orders for general construction, marine construction, demolition, and historical restoration, construction, repairs, and alterations for the Department of Homeland Security (DHS) in their designated region, including any United States territories. The initial term of the Contract shall be from the time of award for a period of one year. The Government has the option to extend the term of the contract by written notice to the Contractor in accordance with Clause 52.217-9, Option to Extend the Term of the Contract (MAR 2000). The total duration of new contracts issued under Rolling Admissions shall not exceed the contract duration of the original awardee term. Region 7.5 Puerto Rico contracts including all options expires February 8, 2017, Region 14 Hawaii contracts including all options expires November 16, 2016, Region 17 Alaska contracts including all options expires November 29, 2016. Task orders under this contract range from $3,000 to $5 million. All task orders will be solicited on a competitive basis among the firms in the respective regions, except for emergent work which may be ordered on a sole source basis under a waiver of Fair Opportunity. All DHS components with construction contracting warrants may issue task orders under these contracts. Each Region is set-aside for a specific Socio-economic classification, and you must meet the criteria for that classification in order to compete for an award. Region 7.5 Puerto Rico is set aside as a Historically Underutilized Business Zone (HubZone), Region 14, Hawaii is set aside as Historically Underutilized Business Zone (HubZone), and Region 17 Alaska is set aside under Section 8(a) of the Small Business Act (15 U.S.C. 637(a). The overarching North American Industry Classification System (NAICS) for this acquisition is 236210 and the small business size standard is $33.5 Million. If you intend to submit an offer in one of the Regions listed, please respond by e-mail to catherine.c.broussard@uscg.mil. In your response, include a positive statement of your intent to submit an offer as the prime contractor for this solicitation for Rolling Admissions and identify which of the three Regions you are interested. If you fail to identify the Region in which you want to be considered, your response will not be considered. Your response is requested by December 19, 2012. A decision on whether the Region will be pursued for Rolling Admissions will be posted on the Electronic Posting System (EPS) web site.
