Description
SOW This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals to satisfy agency requirement. The government intends to solicit a quote and enter into a firm fixed price with SCC Soft Computer, DUNS# 131311409 for the acquisition of software interface installation/ testing and Support for Clinical analyzer and associated components to SoftLab. The Critical Care Medicine Department (CCMD) provides comprehensive care for all patients requiring intensive care support and critical care consultation. It also provides medical, cardiac, and surgical intensive care unit services for adult and pediatric patients enrolled in the intramural National Institutes of Health (NIH) research protocols. In addition, CCMD provides central vascular access, bronchoscopic access, and both pediatric and adult conscious sedation support for patients. Within the intensive care unit that provides hemodynamic monitoring; ventilator; renal replacement ; and cardiovascular support, the CCMD operates a CLIA approved stat laboratory that is accredited through the College of American Pathologies. To meet the stringent federal requirements related to quality control, all blood gas analyzers must be interfaced with a central respiratory for all testing conducted within Clinical Center. The central respiratory interface engine used in the Clinical Center is known a SOFTLAB. Clinical Center, CCMD with Radiometer ABL825 and ABL90 analyzer instrument interface to existing Laboratory Information System. This software installation/support will have to be handled by LIS vendor, Soft Computer consultant (SCC) for downloading proprietary software-SoftLabMic, and validating the program prior to implementing into service. CCMD is responsible for the purchase of the software and support items for interfacing their instrument. SCC Soft Computer Consultant is the primary clinical laboratory application that is the central respiratory for all testing / resulting in the Clinical Center and managed through the Department of laboratory Medicine, to fit the existing Laboratory Information System sending results to CRIS. Therefore, in order to accomplish the automation of results/orders of blood analysis, SCC is the sole source Laboratory Information System who can provide software interface support services at the clinical Center, CCMD. Non compatible supplies / services could cause the ability of the physician to quickly diagnose and treat critically ill patients based on blood test performed or delays for all NIH intramural clinical research protocol. Small businesses are encouraged to respond to this notice if they are capable to meet the needs of this requirement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability and compatibility to fulfill the requirement. A schedule list is attached to the solicitation for examination if the need can be met. The intended procurement will be classified under North American Industry Classification System Code 334516, with a size standard of 500 employees. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). The Government shall consider all responses received prior to the close date of this announcement. All responses must be received no later than December 20, 2012, 12:00PM, eastern standard time.
