- Description
- The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the for the Office of Information and Technology (OI&T), Product Development (PD), Laboratory System Reengineering Project (LSRP). The TAC intends to award a sole source Firm-Fixed-Priced (FFP) contract for a twelve (12) month Base Period and two (2) 12-month Option Periods to Cerner Corporation (Cerner), 2800 Rockcreek Parkway, Kansas City, MO. The purpose of this acquisition is to acquire continued support for the LSRP with Cerner Corporation's Millennium PathNet Remote Hosting (RHO) capabilities which includes disaster recovery infrastructure, personnel, and training for the system technical staff and application support staff required to sustain and maintain the current LSRP Alpha site at Huntington, West Virginia VA Medical Center (VAMC). The Government does not possess technical data that completely defines the required functionality included in the Millennium PathNet Laboratory Information Management System (LIMS) software to allow for a competitive acquisition with other vendors or allow VA to use internal resources to provide the required end user training of the software application at the Alpha site. Accordingly, Cerner Corporation is considered the only source capable of satisfying the Government's requirements. The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The North American Industrial Classification (NAICS) for this effort is 518210. The estimated date of award for this action is December 31, 2012. This is a notice of intent, not a request for proposals. The proposed solicitation number is VA118-13-R-0050 which is anticipated for release on or about December 14, 2012.
