- 1. Contracting Agency: USDA APHIS MRP-BS ASD 100 North 6th Street 5th Floor Minneapolis MN 55403 2. Description of Action: Purchase of Neogen Soleris System for Rapid Testing of Yeast & Mold. 3. Description of Supplies/Services: Neogen Soleris system., Item # BSX128 4. Authority Cited: 41 U.S.C 253 (c) (1), and FAR 6.302.1, 5. Reason for Authority Cited: The system will provide rapid testing of yeast and mold analysis on processed products and is the only provider for such an instrument that has AOAC-Research Institute approval to meet GIPSA requirements; therefore, this is a sole-source purchase according to FAR 6.302-1. To support a request by U.S. Agency for International Development to determine the content of yeast and molds in Corn Soy Blend Plus (CSB+) product according to specified acceptance/rejection criteria for select constituents. The instrument allows for far increased capacity, greatly reduced labor costs, and is capable of meeting the predetermined turn-around times of seven days or less. The method using this instrumentation has been approved by the AOAC - Research Institute Method No. 040901. The increased performance will allow for savings associated with completely automated operation, reduction in labor costs of greater than 85%, and is capable of running 132 simultaneous analyses. 6. Efforts to Obtain Competition: None. Only instrument currently on market that has AOAC Research Institute approval for rapid analysis of yeast and molds. 7. Actions to Increase Competition: None 8. Market Survey: Laboratory personnel routinely attend scientific association meetings and are able to view and question the various vendors exhibiting to survey the market. 9. Any Other Facts: The instrumentation will be used in projects supporting the following GIPSA mission statements. • Harness technology to streamline grain inspection and weighing processes, and to provide objective measures of grain quality, quantity, and end-use value to increase the efficiency of U.S. grain marketing. • Enhance the uniformity of grain quantity and quality measurements to promote a more standardized framework for trade in the U.S. Grain marketing system. • Provide all segments of American agriculture with cost-effective and responsive official grain inspection and weighing services. • GIPSA's mission is to facilitate the marketing of grain and oilseeds for the benefit of U.S. agriculture. 10.
