- Description
- The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Joint Base McGuire-Dix-Lakehurst (JB MDL) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor's performance will be based on the Contracting Officer's (CO) evaluation and Contracting Officer Representative (COR) and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor's discretion to determine the frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, state, and local laws and commercial standards. This is a commercial acquisition. This pre-solicitation notice is a request for proposal and is issued as a 100% HuBZone Set-aside under the Standard Industrial Classification code 0782, NAICS code 561730 and the related small business size standard $7 million. The contract will be a requirements contract. The proposed performance period is a base period from 1 October 2013 to 30 September 2014 and four (4) one year options. A preproposal conference and site visit are tentatively scheduled for 9 January 2013. If you are planning to attend the site visit and in order to ensure access to JB MDL, NJ coordination with the 87th Contracting Squadron (87 CONS) is mandatory not later then 3 January 2013. All potential sources must obtain a DUNS number and register in the System for Award Management (SAM) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number and register in the SAM may result in the delay of award of contract or possible award to the next otherwise successful offeror who is registered in the SAM at the time of award. Solicitation will be issued on or about 19 December 2012. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS Website) at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 87 CONS. Paper copies will not be made available. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments to this solicitation. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE code).
