- The DLA -Aviation-VICA, Industrial Plant Equipment Division, Richmond, VA, intends to procure an Automatic Powder Coating System and a Separate Batch System for large parts, installation and training in accordance with technical data package DLA-A-VIBB-12-50-0905. DLA intends to procure the product and services as Full and Open Competition after exclusions. 100% Set-a-Side for Small Business. The anticipated award will be made as a firm, fixed-price contract. Offers will be evaluated based on a combination of technical acceptability, price and past performance. The requested performance is 112 days after receipt of order. FOB at Destination and Inspection/Acceptance at Destination. QAP 215a is applicable for this requirement. THIS IS A PRE-SOLICITATION announcement only. The official Request for Proposal (RFP) and technical data will NOT be available until the RFP is publicly posted. A copy of the solicitation will be available via the DLA internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP on or about December 20, 2012.
