CONTACT POINTS: Dana Rae Graham, Contract Specialist, (301) 975-3978 Andrea Parekh, Contracting Officer, (301) 975-6984 DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEDURES WILL BE USED FOR THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Dana Rae Graham, Contract Specialist, with copy Andrea Parekh, Contracting Officer. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380 with a small business size standard of $14.0 M. This requirement is total small business set-aside.*** ***The National Institute of Standards and Technology is seeking to obtain analytical testing support of chemical samples.*** All interested Contractor's shall provide a quote for the following: Line Item 0001: Analytical Support. I.BACKGROUND INFORMATION NIST requires outside analytical support for a variety of projects that all relate to the environmental, health and safety (EHS) aspects of engineered nanomaterials. Specifically, NIST requires total elemental composition analysis of aqueous samples to quantify stock solutions of engineered nanoparticles and determine their respective dissolution rates under various environmental conditions. This project is related to NIST's support of the interagency-collaborative National Nanotechnology Initiative (NNI). NIST is tasked with developing the metrology required to support science-based risk assessment protocols, and the requested outside analytical support is required to meet our objectives in this area. The contract objective is to obtain outside analytical support for precise and timely elemental composition analysis of aqueous samples at a reasonable cost. The results will be used in quantifying dissolution rates of engineered nanoparticles and adjust stock solution concentrations for various advanced surface analysis techniques. II.STATEMENT OF WORK The Contractor shall perform the following tasks: Task 1 - Sample Digestion for Total Silver Analysis of Silver nanoparticles Aqueous samples shall be digested for total silver analysis according to EPA 200.8/6020. The total number of silver samples requiring digestion will be 200. Task 2 - Total Silver Quantification via ICP-MS Samples shall be quantified via ICP-MS according to EPA 200.8. The total number of silver samples requiring ICP-MS analysis will be 300. Task 3 - Sample Digestion for Total Titanium Analysis of Titanium Dioxide nanoparticles Aqueous samples shall be digested for total titanium analysis according to the following (or equivalent) method: Each sample is well mixed prior to analysis. An aliquot of each sample is placed into Teflon microwave vessels. Concentrated hydrofluoric acid (HF) and concentrated nitric acid (HNO3) are added to each vessel. Appropriate procedural reagent blanks and standards are also prepared along with the samples. Samples shall be digested using a microwave sample preparation system (e.g., CEM MARSXpress or equivalent) according to the microwave procedure in Table 1. If required, and following microwave digestion, the samples may be transferred to Teflon beakers and the solutions heated on a hot plate until a suitable volume is obtained. ***See attachment Table 1 for microwave settings for digestion.*** The total number of titanium samples requiring digestion will be 300. Task 4 - Total Titanium Quantification via ICP-MS Samples shall be quantified via ICP-MS according to EPA 200.8. The total number of titanium samples requiring ICP-MS analysis will be 300. Task 5 - Cation Analysis (Calcium, Magnesium, Sodium and Potassium) Quantification via ICP Samples shall be quantified via ICP-MS according to EPA 200.7/6010B. The total number of samples requiring cation analysis will be 250. Task 6 - Total Organic Carbon Quantification Samples shall be quantified according to SM 5310C or SM5310D. The total number of samples requiring total organic carbon analysis will be 75. Deliverables The Contractor shall provide a report of analysis, to include quality control data as required in each method, no later than ten (10) work-days after samples have been delivered to Contractor facility. Report of analysis shall be delivered via email to the Government Designated Contact. Standards for Acceptance of Deliverables: The Government Designated Contact will provide comments on each deliverable within twelve calendars days from receipt of a given deliverable. The contractor shall make any needed changes to the deliverables within five calendar days from receipt of electronic or written comments from the Government Designated Contact. The Government will be responsible for shipping samples to the Contractor's facility. ***1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APRIL 2012) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results as lowest price and technically acceptable.
