- This is a PRESOLICITATION NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source delivery order against existing Library of Congress IDIQ contract LC09D7041 with EBSCO Industries Inc, 10 Estes Street, Ipswich, MA 01938. This sole-source procurement is in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) for renewal of annual subscription services. Services will be from 1/1/2013- 12/31/2013. NAICS 519190, size standard $7.0 million applies. This procurement involves numerous proprietary medical reference databases such as CINAHL, MEDLINE, SocINDEX, to name a few. For further information on the Library of Congress FEDLINK program, please visit www.loc.gov/flicc. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties must respond to this notice no later than 4:00 pm on December 11, 2012. The short time is to allow time to process award for services to begin 1/1/2013. Responding as an interested party under the www.fbo.gov website doesn't constitute convincing evidence of capabilities. All interested parties are reminded to be registered with Central Contractor Registration (CCR) now SAM at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted.
