- Sole Source Justification Statement of Work The National Institutes of Health (NIH), Clinical Center (CC); Office of Purchasing and Contracts (OPC), on behalf of the CC/OPC Office of Clinical Research Training and Medical Education (OCRTME) intends to solicit and negotiate on a sole sources basis and award a contract for the administrative support and oversight of graduate medical education programs designed to train physicians, recruited through a competitive nation-wide search process, in a total of 18 nationally recognized medical/surgical specialties, to the Accreditation Council for Graduate Medical Education (ACGME), located at 515 North State Street Suite 2000, Chicago, Illinois 60654-4865. The ACGME is a private, non-profit organization that accredits approximately 8,700 residency programs in 130 specialties or subspecialties that educate about 109,000 residents nationally, under the authority of FAR 6.303-1. Only one responsible source and no other national accreditation institution satisfy agency requirements. This notice of intent is not a request for competitive proposals. The North American Classification System (NAICS) code applicable to this requirement is: 611710 - Educational Support Service. The business size standard is $7 M. The Federal Supply class ((FSC) is U010. The Standard Industrial Classification (SIC) is 8299. The basis for the sole source determination is based upon the fact that: Graduate medical education training programs and those institutions that sponsor medical or surgical training programs in a recognized specialty field, such as the NIH Clinical Center, are expected to be accredited by the ACGME in order to permit training program graduates to be certified by the American Board of Medical Specialties (ABMS). This Notice of Intent expires in 5 days from its posting. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date, December 11, 2012 at 4:00 pm, Eastern Standard Time (EST). Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses may be submitted to the Contract Specialist, William Etti, at William.Etti@NIH.Gov A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competititive procurement.
