- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive boulevard, EPS, Suite 600, Room 6069, Rockville, MD 20852, UNITED STATES Description The National Cancer Institute (NCI), Genetics Branch of the Center for Cancer Research plans to procure on a sole source basis the services of Fluidigm, 7000 Shoreline Court, South San Francisco, CA 94080 to provide a maintenance services contract for Government-owned instrumentation for a BioMark Real-Time PCR Reader. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 811219, and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be from January 1, 2013 to December 31, 2013. The instruments to be serviced are located at the National Institute of Health (NIH) National Cancer Institute's (NCI) Bldg. 37, Bethesda, MD 20892. The Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or remanufactured to original equipment specifications. The Contractor shall perform two (2) preventive maintenance inspections during the contract period. All services shall be performed by technically qualified factory trained personnel. All maintenance service shall be performed in accordance with the manufacturer's standard commercial maintenance practices. Emergency repair services shall be provided by the Contractor on an unlimited basis during the term of the contract. Contractor shall guarantee an on-site response time of 48 hours or less from the time the service call is placed. BioMark Real-Time PCR Reader standard service plan is specific to the BioMark Real Time PCR Reader. Fluidigm is the only known source for the service. The BioMark Real-Time PCR Reader is proprietary and protected under patent rights and thereby only the original manufacturer can service the Reader. Use of any other service agreements for these instruments would void support of the equipment by the manufacturer, Fluidigm. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on December 21, 2012. No electronic capability statements will be accepted (i.e. email or FAX), and original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must have valid registration and certification in The System for Award Management (SAM) at http://www.sam.gov. Within SAM, access and complete the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
