- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for PROPOSAL (RFP) for DRYDOCK Repairs to the USCGC NEAH BAY. The acquisition will be solicited as a TOTAL SMALL Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for PROPOSAL (RFP), on or about DECEMBER 17, 2012. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFP release and all subsequent amendments. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for DRYDOCK REPAIRS of the USCGC NEAH BAY (WTGB 105). The USCGC NEAH BAY (WTGB 105) homeport is the CLEVELAND, OH. GEOGRAPHICAL RESTRICTIONS- THE GREAT LAKES AREA. Anticipated start date on or about 08 MAY 2013 through 26 JUNE 2013. The scope of the acquisition is to: (1) Hull Plating ( U/W Body ), Inspect; (2) Hull Plating ( U/W Body ) Ultrasonic Testing, (3) Bubbler Channels, Inspect; (4) Appendages (U/W) Leak Test, -( 5) Bubbler; Preserve (6) Propulsion Shaft Rope Guards, Inspect and Repair,; (7) Appendages (U/W) - Internal, Preserve; (8) Tanks (Ballast), Clean; (9) Propulsion Shafting; Remove, Inspect and Reinstall; (10) Shaft seal Assembly, Overhaul; (11) Propulsion Shafting Bearing (External); Remove, Inspect and Reinstall; (12) Propeller, Remove, Inspect and Reinstall; (13) Fathometer Transducer, Renew, (14) Sea Valves and Waster Pieces, Overhaul or Renew; (15) Fuel Valves, Overhaul or Renew; (16) Rudder Assembly, Remove, Inspect and Reinstall; (17) Rudder stock Bearing, Check clearances; (18) Tanks (Ballast) Preserve 100%, (19) Tanks (Ballast) Preserve Partial; (20) U/W Body, Preserve 100%; (21) Hull Plating Freeboard, Preserve, (22). Drydocking; (23). Temporary Services, (24). Watertight Doors and Scuttles (External), Renew; (25). Deck covering (Wet Dry), Seal; (26). Tanks (MP Fuel Service), Clean and Inspect; (27). Propulsion Shafting, Thrust Bearing Measurement; (28). Rudders, Preserve; (29). Tanks (Grey Water Holding), Preserve; (30) Stern Tube Interior Surfaces, Preserve. (31) Tanks (grey Water Holding), Clean; (32). Fuel Manifold, Overhaul; Lower Motor Room, Abate Lead and Asbestos-Containing Coatings; (33) BOS'N Hole (deck), Abate Lead Coating, and (34) Seal Trial Performance All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
