Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Dr. Kenneth Tomer, Cary, NC 27518 for a modification to existing Order #HHSN273201200004I pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. The modification will add an additional 520 hours and extend the performance period through December 31, 2013. This request is for Dr. Tomer to finalize existing laboratory research projects and resulting publications related to on-going research performed by the Mass Spectrometry Group as well as assist with the transition of projects to other laboratories. Specifically, Dr. Tomer will provide the following services per the Statement of Work: Scope: Under this order, the contractor will provide support services to satisfy the overall operational objectives of the National Institute of Environmental Health Sciences, Laboratory of Structural Biology. Support to the current non-trainee staff with techniques used in mass spectrometry; Support of specific techniques and analyses of differential surface modification, antibody: antigen interactions, and flash photolytic oxidation of proteins, protein characterization, including post-translational modifications, small molecule quantitation and metabolomics, and mass spectrometric aspects of proteomics as the staff transitions to a collaborative research staff; Assist with current projects within the Laboratory of Structural Biology; Support policy development to the Protein Microcharacterization Core; Assist trainee staff with placement assistance for obtaining permanent employment; Assist trainees with current projects. The justification for selection of Dr. Tomer is as follows: Dr. Tomer retired in December 2011 from the Laboratory of Structural Biology after twenty-five years at the NIEHS as a Senior Investigator. In order for Dr. Tomer to complete projects, fulfill his commitment to trainees in his laboratory and also provide guidance during a transition period, this mechanism is needed for the continuation of the closure of his laboratory. It is critical for the Mass Spectrometry Group to retain leadership stability until a new tenure-track Principle Investigator in mass spectrometry can be identified. NIEHS has invested in a significant level of mass spectrometry instrumentation, which has been used for collaborative research as well as for Dr. Tomer's independent research projects. Given present circumstances, it is highly doubtful if funds will be available to initiate a search for a tenure-track replacement in the near future. During this period, the current non-Trainee staff will continue to a collaborative research facility within the Laboratory of Structural Biology. Dr. Tomer will also continue to provide guidance to his Trainees until they obtain permanent employment and, especially, through the follow-on policy activities of the trans-NIH Biodefense grant. Dr. Tomer is the only person that can provide the support and guidance to the current non-Trainee staff with his unique capabilities in: techniques used in structural mass spectrometry including, differential surface modification, antibody: antigen interactions, and flash photolytic oxidation of proteins; protein characterization, including post-translational modifications; small molecule quantitation and metabolomics; and, mass spectrometric aspects of proteomics as the staff transitions to a collaborative research staff. He will provide guidance to the existing Trainees and work with them on their research projects until they obtain permanent employment. He will also recommend instrumentation developments and serve as an expert during a search for a permanent replacement. Due to the experience and expertise of Dr. Tomer, in addition to his impressive career at the Institute, he is the only person who is able to provide the services required. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, the modification will be issued with Dr. Tomer. The NAICS Code/Size is 541690/$7.0 Million. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
