Specification-RFI NRL-13-RS01 NRL-13-RS01 – CTAR Antenna System Contact Information Richard D. Sewell, e-mail richard.sewell@nrlssc.navy.mil and phone 228-688-4571 Important Dates RFI submissions are due no later than close of business December 14, 2012 Special Notice This is neither a formal Request for Proposals (RFP) nor a Request for Quotes (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request for information (RFI). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL’s use of such information either as part of our evaluation process or in developing specifications for any subsequent requirement. Objective The Naval Research Laboratory (NRL) is searching for potential sources capable of supplying a commercial off-the-shelf fully operational transportable antenna tracking system to support the Coalition Tactical Awareness and Response (CTAR) program. Key characteristics of the required system are: (a) The required system shall be functionally and operationally compatible with an existing MDA Information Systems signal processor. (b) The required system will be provided as a trailer-mounted, fully operational, “ready to use” system requiring no physical assembly when deployed. (c) The maximum dimensions of the antenna and trailer shall be 150 inches long x 100 inches wide x 103 inches high to permit transportation via commercial air freight. (d) The required antenna system shall have tracking capability to cover the full observable sky. This shall include 360-degree azimuth coverage and 0-degree to 180-degree elevation coverage with no “keyhole” outages. The draft specification is attached hereto. NRL requests information and a rough order of magnitude (ROM) estimate of cost/price for a CTAR Antenna System that possesses comparable or better characteristics than those in the attached specification. The intent of this RFI is to gauge industry interest, capabilities and relevant heritage experience in providing the required system given the attached specification. CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: Contact and Business Information a) Name of Company and Point of Contact (POC) b)Telephone Number, Fax Number, Address and e-mail address of POC c) Business Size and number of employees d) Company DUNS Number and Cage Code Technical Information (a) Information to clearly document the capability of each firm’s system to meet or exceed all of the minimum needs of the Government, as stated in the draft specification, based on examination of the firm’s product literature, catalogue or market information, or other data sources. (b) Information to document the Party’s demonstrated experience in manufacturing and servicing these devices. Pricing and Schedule Information NRL is requesting interested parties to provide Rough Order of Magnitude (ROM) estimates of cost/price for the desired system and delivery schedule. Past Performance Information Please provide in the response a list of Navy, DoD, or Federal contracts supported during the past 36 months with a brief description of the supply or service provided per each contract. Only list contracts for equipment similar to that required under the attached specification. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response.
