Description
Bids are being solicited under solicitation number VA262-13-Q-0237. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. This requirement is unrestricted and only qualified sellers may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-12-12 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The VHA NCO 22 - 600 - Long Beach Healthcare System requires the following items, Meet or Exceed, to the following: LI 001, Equipment propriatary to Chubb Fire & Security Inc Service maintenance contract from 1/1/2013 through 9/30/2013.Perform quarterly testing of all fire alarm points and devices at the VASDHS campus. This includes all Fire supervisory, initiating, notification, control and interlock devices in all buildings. These devices shall be tested in accordance with NFPA 70 and NFPA 99 guidelines. Within 7 workdays after completion of the quarterly testing; vendor will provide a detailed report of each point tested, the results of the testing, as well as a summuary of all items found deficient. Within 10 days after completion of the quarterly testing,Vendor to provide a detailed proposal for the repairs required as a result of the testing. Vendorshall maintain complete records on the status of all test and test results as well as provide an electronic (via email) version of a signed copy of all testing reports and summaries. Upon completion of repairs, a second summary shall be provided detailing the repair that was performed and the result of the retest after the repair and a statement that work on this item is completed. ENGINEERING, PROGRAM MANAGEMENT & INSTALLATION 1 Detection Logic 246-52 Technician with Nicet and/or Manufacturer Certification 4 Detection Logic will provide all labor, tools, material, and equipment necessary to perform Test & Inspection on the Fire Alarm System located at the VA San Diego Medical Center.Coverage for the period of November 1, 2011-October 31,2012. Payment is in arrears, billed quarterly., 9, MO; LI 002, LABOR FOR SERVICES CALLS IN REGUARDS TO FIRE ALARM TROUBLE CALLS AND DETECTION POINT ADD ONS REQUIRED BY JACHO, AWE AND VHA, 220, HR; LI 003, Vendor to provide a verified inventory spreadsheet in Excel format of all fire alarm initiating, control, notification and supervisory points connected to the EST system. This spreadsheet will provide the Logical Address Number, Description (Message) Test Frequency and Testing Month for initiating devices; and Floor, area, device type, test frequency and testing month for Magnetic Door Releases and AV devices. All panels and sub panels will be provided with permanent identification tags as well as all panel and system supervisory devices and all items requiring testing and verification shall be uniquely identified and included in the inventory Spreadsheet.The Inventory will include a summary calendar of areas and devices to be tested each quarter. Example: November: Basement, 1st and 2nd floors Building 1. All Quarterly devices.January: Generate a Smoke Detector Sensitivity Test Report.February: Outlying Buildings (Bldgs 2, 11, 18, 22, etc),All AV Devices throughout the campus. All Quarterly Devices.May: Fifth and 6th Floors including Magnetic Release devices, Building 1 Elevator Interlock, All Quarterly devices. August: 3rd and 4th Floors, Building 1. All Quarterly devices, 9, MO; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 22 - 600 - Long Beach Healthcare System intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 22 - 600 - Long Beach Healthcare System is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable bid. At the conclusion of the reverse auction, if attached to the buy, the apparent winning bidder shall be required to complete the solicitation documents prior to award. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. No partial shipments are permitted unless specifically authorized at the time of award. All questions must be submitted via FEDBID, no question outside of FEDBID will be addressed. All questions must be submitted by 12/10/2012 12:00 Noon PST. There will be no extensions for questions or the RFQ.
