Description
This posting is issued in accordance with FAR Part 10 as a Sources Sought Notice, and FAR 15 Request for Information (RFI), as a means to determine sources and industry capability to obtain quality air ambulance services (NAICS 621910) for VA Southwest Health Care System facilities. All information requested including price, delivery, market conditions and others requested therein, will be used for planning purposes only. RESPONSES TO THESE NOTICES ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FOR A BINDING CONTRACT. CONTRACTOR QUALIFICATIONS The purpose of this procurement will be to furnish 24 hours per day, seven (7) days per week, air ambulance transport services for the beneficiaries of the seven (7) VA Health Care Systems in Arizona (Prescott, Phoenix, Tucson), New Mexico (Albuquerque), and Texas (Amarillo, Big Spring, El Paso). Interested contractors MUST be able to meet ALL of the following requirements to be considered eligible for award: "The contractor shall be CAMTS accredited; "Contractor shall hold a valid Air Carrier Operating Certification issued by the Federal Aviation Agency (FAA), for an Air taxi operator; "Contractor shall hold a valid commercial airman's certificate with the appropriate ratings for the conditions of the flight being undertaken, and operate under the air taxi rules for that certificate; "If patient requires continuous ECG monitoring and/or the physician designates a patient as a critical care transport, patient shall be transported by "Critical Care Air Transport" (Note: Critical Care Air Transports require an additional team member, for a minimum of two medical attendants); "Contractor shall be required to respond to Patient Pick-Up Call within two (2) hours; "All aircraft shall be operated within Federal Aviation Administration (FAA) rules and regulations governing air taxi operations; "Contractor shall accept patients; for example, heart cases, the mentally disturbed, the critically ill, or communicable disease cases; "All medical equipment and supplies required by the Texas, New Mexico, and Arizona Department of Health shall be on board and shall be readily accessible; "A registered Nurse/Paramedic will be the Medical Flight Attendant when medical conditions require nursing care that is not part of physician assistant or emergency medical technician curriculums. "Contractor shall provide each air ambulance with an aircrew consisting of the minimum standard required by the FAA and the Texas, New Mexico, and Arizona Department of Health. A medical doctor may be substituted for the attendant; oA Medical Flight Attendant is defined as any licensed physician, nurse, physicians' assistant, or emergency medical technician who has additional training in various aspects of aero medical transportation. A Medical Flight Attendant may not serve simultaneously as a requirement pilot or crewmember on the flight. oA qualified Registered Nurse, for the purpose of this contract, is one who has received training and has critical care experience and is proficient in the following areas: "Is certified in BCLS or ACLS. "Interprets basic and complex EKG rhythms. "Administers, monitors, and titrate IV fluids and vasoactive, inotropic, anti-arrhythmic and narcotic agents under the direction of physicians. "Recognizes indications for defibrillation and performs procedure. "Maintains potency of arterial lines and interprets arterial waveforms. "Maintains potency of CVP's and pulmonary artery and catheters, and interprets waveforms obtained from them. "Assume responsibility for care patient with pacemaker (transvaneous and/or cutaneous) insuring proper function, recognizing any malfunction and intervening appropriately. "Assume responsibility for the care of intubated patients requiring mechanical ventilation oEmergency Medical Technicians providing emergency services on ambulances serving VA hospitals and clinics must have the following qualifications: "Have completed training in accordance with the standards published by the Department of Health and Human Services with a Minimum of 100 hours or "equivalent", which includes 20-hours in-hospital training period, three (3) ambulance runs and pass the certification tests; "certified, licensed, or otherwise officially recognized by the local, state, or regional government or public entity where the emergency ambulance service is operated, or by which it is governed. oParamedics providing emergency services on ambulance serving VA and clinics must have the following qualifications: "Completed training in accordance with the standards published by the Texas, New Mexico, and Arizona Department of Health, which calls for a minimum of 400 hours of training to be licensed in the State of Texas, New Mexico, and Arizona or the equivalent thereof; "paramedic must be certified, licensed or otherwise officially recognized by the local, state, or regional government or public entity where emergency ambulance service is operated, or by which it is governed. Contractors meeting the aforementioned requirements are asked to respond to this Sources Sought with sufficient information to demonstrate that ALL requirements can be met. Additionally, contractors are requested to provide their socio-economic status (i.e. Small business, Woman-owned, SDVOSB, etc.) with their responses.
