Description
The Air Force is seeking sources for a potential Small Business 8(a), HUBZone, Economically Disadvantaged Woman Owned Small Business (EDWOSB), or Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. Project 040400, Replace A/C/D System Pumps, Facility 31240. Project scope includes the removal of the eight (8) existing High Temperature Hot Water (HTHW) circulating system pumps, installation of five (5) new HTHW pumps with Variable Frequency Drives (VFD), and all pump controls, piping, and electric service in facility 31240. Scope also includes a cross connect between the three systems and flow balancing valves to be installed to ensure proper flow of HTHW to the three different systems. HTHW systems require specialized construction skills and safety preparations. Standard facility construction experience is not sufficient. Contractor needs to be aware Construction timelines are very tight since these repairs cannot be started until after the HTHW system is turned off, and must be completed in time for activation in the fall for this critical utility system. Numerous facilities will not have heat until this project is completed. Work will need to be carefully coordinated with the plant to minimize impact to mission. There is a high probability that anther critical project will also be in construction while this project is under way. The Air Force intends to award a contract with a 365 Days period of performance. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. 2012 NAICS Code: 238220 Size Standard: $14M. Contractors who are Small Business 8(a), HUBZone, EDWOSB, or SDVOSB and who intend to submit a bid for this solicitation are highly encouraged to submit the following by 3:00 p.m. (local Dayton time) on 21 DEC 2012: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) provide your DUNS Number or CAGE Code. (3) list of work experience similar to the type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project (limit to 5 single-sided pages); (4) documents from surety (or their agent) of bid bond, payment bond and performance bond capability for this project; (5) If you are considering a HUBZone Joint Venture that has not been SBA approved, specify the name of the firm you intend to form a joint venture, and the steps you will take to obtain SBA certification before proposal due date. (6) a copy of 8(a) approval and certification; and/or (7) date of HUBZone certification; and/or (8) documentation of SDVOSB status; and/or (9) EDWOSB must provide information IAW Federal Acquisition Regulation 19.1503 Firms interested should provide the above documentation by e-mail (preferred) to Stephen.wenclewicz@wpafb.af.mil and james.bane@wpafb.af.mil or fax 937-257-2825. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested Small Business 8(a) program participants, HUBZone, EDWOSB, or SDVOSB concerns. Responses shall be limited to 10 pages. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
