Description
This announcement is notice of intent to award a sole source purchase order to Blackhawk Ventures, LLC., P.O. Box 831284, San Antonio, TX 78283. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5. The requirement is for the Kerrville VA Hard Water Tank Refurbish Project, located at 3600 Memorial Blvd, Kerrville, TX. The estimated at value of this project is $500,000. The requirement consists of refurbishing the cement water tower supplying the hard water system. The tank is almost 90 years old with the completion year being 1921. The tower is still fully operational and supplies pressure to the hard water system. The tower is beginning to show signs of deterioration and paint loss. The tower is 124 ft from the top to the grade with the footer 6 ft below grade. The tower is 32ft at its widest point. The tower has 100,000 gallon capacity. There is a building built into the tower to house well piping and chlorine treatment at approximately 27'6" X 9'4" in size. All hatches, doors, housings, overfill piping; main center piping is to be included in the job. Contractor will prep/repair/finish all surfaces of the tank, beams, braces, legs, columns, building, etc. The project is to include sandblasting the entire structure due to flaking off of existing paint. Removal of the existing coating will involve proper containment and disposal of all abrasives appropriately. Due to the presence of lead paint (see inspection report), the contractor will prepare and submit a lead abatement plan and ensure the containment and disposal of waste products meets Texas Lead Paint Rules, OSHA, EPA, TDH, Federal, State and local rules and regulations. This notice of intent is not for competitive quotations; however, all capabilities received by the closing date and time will be considered for future requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with the discretion of the Government.
