Description

The Naval Air Systems Command intends to negotiate a sole source order under a Basic Ordering Agreement with Lockheed-Martin Mission and Sensor Systems (LM MS2). It is anticipated that this contract action will be a Cost Plus Fixed Fee order to implement reception and processing capability of GPS-enabled sonobuoys into the MH-60R. This effort includes updates to the operator display and other software changes, and laboratory checkout through simulation. This action is being awarded on a sole-source basis to LM MS2 in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," because LM MS2 is the sole manufacturer of the MH-60R common cockpit and the only company with the necessary data and technical capability to perform this effort for the MH-60 aircraft in a cost effective and timely manner.
