Description
The NAVSUP Fleet Logistics Center Norfolk intends to acquire predictive screening test services in support of Naval Hospital Twenty-nine Palms (NHTP), California. NHTP requires a specific type of genetic testing called the BRAC Analysis which can detect mutations with the BRCA gene. This is a sole source action to be awarded as a contract to Myriad Genetic Laboratories, Inc., Salt Lake City, Utah. NAVSUP FLCN ™s intent is to issue a firm fixed price contract in accordance with FAR 15 (Contracting by Negotiation) procedures. The contract is needed as soon as possible and the anticipated period of performance, according to the PALT, is from 01 May 2013 through 30 April 2014 with two one-year options. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. Myriad is the only laboratory that provides BRAC Analysis testing services. Myriad scientists discovered the mutated BRCA gene and own the patent on the technology required to perform the testing. Challengers may identify their interest and capability to respond to the requirement by sending challenges to Lauren Lauver at lauren.lauver@navy.mil. This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination by the specified response date will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
