- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center, Indian Head Division, is seeking potential sources who are interested in the manufacture of 57mm Target Practice (TP) Cartridges. The manufacture of these cartridges includes all components and Load, Assemble and Pack (LAP). This office is also interested in contractor test capabilities for conducting design verification, first article, and lot acceptance testing of this cartridge. The ammunition must be suitable for Navy surface ship applications and meet the safety requirements of the U.S. Navy Weapon Systems Explosive Safety Review Board (WSESRB). The cartridge shall be electrically primed and designed to function in the 57mm MK 110 MOD 0 Gun Mount. The cartridge is intended to be used for target practice firing. The fixed cartridge shall consist of an inert projectile, a cartridge case with propellant charge, and a primer. The cartridges shall be clipped together with the MK 8 Clip and packed 2 to a container in the MK 806 Container. The Government is contemplating a Firm, Fixed-Price contract for this item addressing procurement requirements for fiscal years 2014-2018. Should such a contract be pursued, the quantities procured are estimated to be between 5K and 10K rounds per year. Respondents must have personnel trained and experienced in handling energetic materials. These materials are extremely hazardous and environmentally sensitive. Strict US Government security requirements are mandated for their storage and handling. The Government does not own a production Technical Data Package (TDP) for this item. These cartridges will be procured to an Automated Data List (ADL) and Performance Specification. These documents will not be provided in conjunction with this notice. In responding to this Sources Sought, respondents should provide the following information: A description of the item(s) that may be offered, should the government pursue procurement of 57MM TP ammunition, The ability of the respondent to sell or license the 57mm TP production TDP to the Government, Past performance in manufacturing the requested item or similar items, A description of the respondent ™s technical and manufacturing capabilities, Identification of those major components that would be subcontracted, A description of your production rate flexibility, including your maximum production rate attainable, and minimum sustaining rate, A description of your environmental and ballistic test facilities capable of supporting typical ammunition First Article and Lot Acceptance tests, A description of your quality plan, including methods for flowing quality requirements to sub-vendors, A description of your safety plan, Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
