Description

SYNOPSIS: THIS IS A PRESOLICITATION ANNOUNCEMENT TO RAISE AWARENESS FOR POTENTIAL OFFERORS. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Please reference Request for Proposal (RFP) number VA-791-13-R-0014. The Department of Veterans Affairs Denver Acquisition & Logistics Center (VA DALC), in support of the Veteran Health Administration, Chief Business Office, is contemplating the issuance of a solicitation for non VA provided health care services. OVERVIEW AND PURPOSE: VA intends to contract with qualified providers to provide Patient-Centered Community Care (PCCC) across the nation to include all medical and surgical services excluding primary care and dialysis. PCCC is intended to provide Veterans coordinated, timely access to high quality care from a comprehensive network of VA and non-VA providers. Through contractual agreements, VA will enhance opportunities for collaboration with non-VA providers. The contracts will ensure Veterans receive coordinated, evidence-based care through non-VA providers when VA facilities are not able to provide needed specialty care. The contracts will be available for all VA Medical Centers throughout the Veterans Health Administration and will be centrally supported by the VHA Chief Business Office. The Fact Sheet is for informational purposes only and includes the most recent information regarding PCCC and the intentions with the RFP. The information presented does not bind VA to proceed in any manner. PCCC SERVICE AREA: The intent is to award contracts on a regional basis, covering the entire VHA Network. Region details: Geographic regions are defined as outlined below. For VA Medical Centers within each region, please visit http://www.va.gov/landing2_locations.htm. "Region 1 consists of VISNs 01, 02, 03 and 04. "Region 2 consists of VISNs 05, 06, 07, and 08. "Region 3 consists of VISNs 09, 15, 16, and 17. "Region 4 consists of VISNs 10, 11, 12, 19, and 23. "Region 5 consists of VISNs 18, 20, 21, and 22. CONTRACTING OFFICE ADDRESS: Denver Acquisition and Logistic Center, 555 Corporate Circle, Golden, CO 80401. SOLICITATION DETAILS: This procurement is being conducted under the authority of Title 38 U.S.C. Section 8153, Sharing of Health Care Resources. The North American Classification Codes is 621111 and the Small Business Size Standard is $10 Million. This is a full and open procurement for any and all qualified, experienced, and knowledgeable business entity(s) who can meet the requirements. The Government intends to award multiple fixed price indefinite delivery indefinite quantity type contracts, within the limitations set forth in the RFP. The contract period will be from the date of contract award through September 30, 2013, with four one-year options to be exercised at the discretion of the Government. Solicitation documents will be available electronically in late December 2012 or January of 2013 at the FedBizOpps website at http://www.fbo.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. The anticipated closing date is February 17, 2013 and anticipated award date is April 22, 2013. The Contracting Officer for this acquisition is Gabrielle Harris. Offerors interested in responding to this solicitation should provide their email addresses and contact information to PCCC.MED-SURG@va.gov. The only terms and conditions that will apply to the solicitation and any resultant contracts shall come from the Contracting Officer through the release of the final RFP and any amendments, information received from other than the Contracting Officer to include other VA sources, are not binding on the VA. NOTE: Effective October 1, 2003, all contractors must be registered through the Central Contractor Registration (CCR) website as an active contractor in order to be eligible to enter into a contract. The CCR website is now part of the System for Award Management (SAM), which is found at https://www.sam.gov/portal/public/SAM. Please be sure your company is registered at this website. Prospective offerors should complete electronic annual representations and certifications, which is also part of the SAM. Due to the limited time offerors have to respond you are encouraged, but not required, to register in advance. This announcement is not a request for proposal and does not bind the Government to award any contract.
