Description

1. The Department of Veterans Affairs Spokane VA Medical Center, located at 4815 N Assembly Street, Spokane, Washington, 99205, intends to solicit proposals for laboratory testing services. The services primarily consists anatomical pathology testing and result interpretation by employing a 0.25 FTE Pathologist. The pathologist will serve as the facility's Laboratory Medical Director. Testing services will be required on a 24 hours per day/seven days per week basis with a minimum frequency of three pick-ups per day with turn around times for test results ranging from same day to six weeks from the date of test (the proposed Schedule of Tests and Turn Around Times will be provided upon request). 2. The solicitation will result in the award of a single requirements contract. The proposed term will be for a one year period with one (1) one-year option period for a total of two years. The cost range of this contract is estimated to be between $1 to $1.5 Million. The NAICS code for this procurement is classified as 621511 Medical Laboratories services with a business size standard of $30 Million. A Performance Work Statement (PWS) will be included in the solicitation. 3. Interested companies must provide the following information; 1) Company Name, 2) Point of contact and contact information, 3) Size of company, based on NAICS code and size standard listed above, small businesses need to identify qualifications such as; a)Service Disable Veteran Owned, b) Veteran Owned, c) Certified 8(a) Disadvantaged Owned, d) Certified Small Disadvantaged Owned, e) Certified HUB Zone Owned, and/or f) Woman Owned, and 4) a Capabilities Statement. 4. Telephonic requests for the solicitation will not be honored. All comments and/or questions shall be submitted no later than 3:00 PST, December 11, 2012 to Contract Specialist, Alisha Joyce, at Alisha.joyce@va.gov. 5. When issued, the solicitation will be available via the FedBizOpps website, http://www.fbo.gov/. The tentative solicitation issue date is 18 December 2012, and the anticipated closing date is 18 January 2013. Interested offerors are advised to consult the actual solicitation for final dates and times. 5. Offers from all capable and responsible sources will be considered in accordance with applicable VA regulations. Vendors offering a response to this notice should ensure that their registration in the System Award Management (SAM) database http:// http://www.sam.gov/ is current and ensure that the applicable NAICS code (621511) is included in the SAM profile prior to submission of quotations.
