This attachment contains the 'Draft' Performance Work Statement SOURCES SOUGHT ANNOUNCEMENT THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR INFORMATION/CAPABILITIES STATEMENT. Classification Code: R--Professional, Administrative, and Management Support Services NAICS Code: 541191 Title Abstract and Settlement Offices The small business standard: $10 million THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A SOURCES SOUGHT NOTICE ONLY. The U.S. Department of Housing and Urban Development is performing market research to identify potential small businesses, including service-disabled veteran-owned businesses (SDVOB), veteran-owned businesses, woman-owned small businesses (WOSB), HUBZone businesses, small disadvantaged businesses (SDB), and 8(a) concerns interested sources that have the skills and extensive experience in providing closing agent services consisting of the following activities: (1) researching public land records to gather information relating to real estate titles; (2) preparing documents necessary for the transfer of the title, financing, and settlement; (3) conducting final real estate settlements and closings; and (4) filing legal and other documents relating to the sale of real estate. The contractor shall provide property closing services, recordation services, title search services and third party closing services. The contractor shall provide the professional staff and resources to accomplish the specific tasks (see Attachment 1 "Draft" Performance Work Statement). This represents a market survey (preliminary market research) for the Southern Field Contracting Operations Division which is seeking to identify qualified and responsible business concerns with the technical competency to perform closing agent services for the sale of HUD-owned single family (1-4 units) properties in the Northern and Southern counties of Mississippi (see Attachment 2- Area Map) under the jurisdiction of the HUD Atlanta Homeownership Center, Real Estate Owned Branch located in Atlanta, Georgia. Instructions: Capability statements must describe the ability to meet the requirements of the "Draft" PWS. Please submit expressions of interest in your own format to include documentation of corporate capabilities sufficient for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed five (5) pages. Since this is a Sources Sought, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The proposed North American Industry classification System (NAICS) is 541191, Title Abstract and Settlement Offices and the size standard is 10M. All small businesses including service- disabled veteran-owned small businesses, veteran-owned small businesses, women-owned small businesses, HUBZone small businesses, Small Disadvantaged businesses (SDB), and 8(a) concerns are encourage to respond with a capability statement by December 12, 2012, 2:00 PM EST. Additionally, interested sources must include a two-page company profile to include Small Business Administration (SBA) business size classification, number of employees, Cage Code and DUN's number. Companies must submit one capability statement for the specific area of interest. Please identify the area (Northern, MS or Southern, MS) your capability statement will be applicable. Companies must submit their capability statements to the following email address: Sourcessought@HUD.gov All responses must be submitted by the due date and time specified. No phone calls will be accepted. Questions pertaining to this Sources Sought regarding Northern, MS can be emailed to Monique.Williams@HUD.gov. Questions pertaining to Southern, MS can be emailed to F.Marie.Myers@HUD.gov. All questions are due no later than December 10, 2012, 2:00 PM EST. The Government will not reimburse any concern for information submitted in response to this SOURCES SOUGHT request. Any information submitted is voluntary. If a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation.
