Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER using Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and FAR Part 12 Acquisition of Commercial Items. The Nuclear Regulatory Commission (NRC) intends to make a sole source award to Ex Libris (USA) Inc. 1350 E. Touhy Ave, Suite 200E, Des Plaines, IL, United States 60018. NRC has a requirement for annual maintenance and support on the Ex Libris Voyager Library Management System (LMS) for a base and four option years. Ex Libris is the sole available source for annual maintenance and support on the Ex Libris proprietary Voyager Library Management System (LMS), as this service is proprietary. Ex Libris does not have any distributors, or re-sellers of this proprietary service. The proposed purchase order is for services for which the Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), authorized by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested parties may identify their interest and capability to respond to the requirement Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. This notice is not a request for competitive proposals or a solicitation of offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
