- THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. The United States Army Medical Research Acquisition Activity (USAMRAA) and the Pharmaceutical Systems Project Management Office (PSPMO) of the U.S. Army Medical Material Development Activity (USAMMDA) are conducting market research to assess the maturity and commercial availability of products capable of satisfying the capability gap for vector-borne pathogen detection and identification. In order to satisfy this capability gap, the PSPMO seeks to develop and field candidate technologies that meet or exceed the specifications provided in Attachment 1. Commensurate with this goal, the PSPMO wishes to obtain information from commercial sources that possess candidate vector-borne pathogen detection products capable of performing within or above the specifications provided in Attachment 1. Respondents should describe only those candidates that: Are capable of satisfying the specifications provided in Attachment 1 Have a minimum maturity level equal to (at least) demonstrated proof-of-concept in a well controlled bench performance study. Ideal candidates are those that are approaching or are currently marketed. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. Please review the attached document, section 4.0 for response instructions. Any and all questions related to this RFI shall be directed to the Contracting Officer, Wanda Harper, at 301-619-8094. All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to wanda.gaines.harper@us.army.mil, no later than 3:00 pm E.S.T. on 25 January 2013.
