- Primary Health Care (PHC) Project in Madagascar - Statement of Work for comments USAID/Madagascar is seeking comments on the draft Statement of Work for the implementation of the Primary Health Care (PHC) Project in Madagascar. The purpose of the Primary Health Care (PHC) project is to: " increase community based primary health care service uptake and the adoption of healthy behaviors." This will improve the health status of the Malagasy people, which will contribute towards the achievement of the maternal and child health Millennium Development Goals (MGDs). The project will build on previous and current successes in integrated community-based service delivery to promote optimal health behaviors and quality services. It will also embrace USAID Forward procurement reforms by enhancing local ownership through capacity building. USAID is planning to award a single 5-year Cost-Plus-Fixed-Fee (CPFF) term type contract as a result of the solicitation using full and open competition under FAR Part 15.
