- Questions and Answers Industry Attendees Capability Statement PRE-SOLICITATION NOTICE for Program Management of the Federal Emergency Management Agency (FEMA) Risk Mapping, Assessment and Planning (Risk MAP) Program The Federal Emergency Management Agency’s (FEMA) Federal Insurance & Mitigation Administration (FIMA), intends to compete its requirement for automation for Program Management of the FEMA, Risk Mapping, Assessment and Planning (Risk MAP) Program. Detailed information regarding the Risk MAP program is provided at the following website: http://virtuallibrary.sharepointspace.com/Risk-Map-PM/SitePages/Home.aspx. The acquisition will be conducted using the advisory multi-step process (hereafter referred to as “capability statement”) pursuant to Federal Acquisition Regulation (FAR) 15.202. This synopsis constitutes the Pre-Solicitation Notice and step 1 of the solicitation process. The FEMA requests that potential offerors submit information that will allow the Government to advise them about their potential as viable competitors. A written mini-proposal submission is required in response to this notice. The information that must be submitted in response to this synopsis and the criteria that will be used to make the initial evaluation and resultant voluntary down-select is described below in this document. The Offeror’s mini-proposal and questionnaires shall be submitted electronically to the attention of Barry Taylor to the address at barry.taylor@fema.dhs.gov or William Barrett (aka Paul) at William.Barrett@associates.fema.dhs.gov and are due no later than December 21, 2012, 1:00 PM Eastern Time. The draft sections are available at the above referenced website. Please See the attachment for further details. NOTE: Following the presolicitation process, FEMA estimates the release of the formal RFP in December 14, 2012, with an award expected in April 21013. NOTE: No question will be answer during the capability statement.
