Description
Draft EA PWS 1. Purpose This RFI is being issued for informational and planning purposes. Information gathered will be considered in order to determine the feasibility of a small business providing the necessary support and whether adequate competition exists to set-aside the competition for small business. The information requested will also be used within USTRANSCOM to facilitate decision making. The Government has contracted with The MITRE Corporation, St Louis Operations, 505 Corporate Center Drive, Shiloh, IL 62221 to provide advisory assistance wiith evaluating responses to this RFI. Contractor personnel will have access to Contractors' responses. Submission of your response is considered to be your written consent to release of proprietary, confidential or privileged commercial or financial data included in your response to MITRE personnel. All Contractor personnel participating in the evaluation of responses will sign a non-disclosure certificate prohibiting them from releasing proprietary information. This announcement is not a Request For Proposal/Quote (RFP/RFQ) or solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 2. NAICS/Size Standard The NAICS for this effort is 541519, Other Computer Related Services. The Small Business Administration small business size standard is $25.5 million. The acquisition strategy of this requirement has yet to be determined. Place of Performance: 508 Scott Drive Bldg 1900 Scott AFB 62225-5357 Period of Performance: Base - 1 Oct 2013 - 30 Sep 2014 1st Option Period - 1 Oct 14 - 30 Sep 15 2nd Option Period - 1 Oct 15 - 30 Sep 16 3rd Option Period - 1 Oct 16 - 30 Sep 17 4th Option Period - 1 Oct 17 - 30 Sep 18 3. Description See attached PWS. To achieve greater efficiencies and collaboration, the Government decided to combine the USTRANSCOM EA (including data management and architecture tools), and enterprise engineering contracts with the equivalent AMC and SDDC contracts. The EA data currently resides in three independent repositories, managed by three independent tools. With this consolidated contract, the Government expects an integrated architecture tool suite. 4. White Paper Interested parties are requested to submit the following information in the format of a White Paper as outlined below. The White Paper should be concise (no more than 5 pages) and address only the information requested below (title pages, cover letter, etc., will not count against the 5 page limit). Again, this information will support market research activities within USTRANSCOM. A. Company Information (General) B. Business size C. Capabilities: Generally describe your company's abilities and interest in fulfilling USTRANSCOM's Enterprise Architecture/Enterprise Engineering Consolidation requirement. Specifically address the information in the subparagraphs below. USTRANSCOM is not asking for disclosure of specific or detailed innovative solutions. 1) Knowledge of and experience in IT governance and operations 2) Knowledge of and experience with Department of Defense Architecture Framework (DoDAF) and Federal Enterprise Architecture Framework (FEAF) 3) Knowledge of and experience with Oracle database administration D. Identify the DOD contract vehicle(s) and Federal Supply Schedule(s) your company has in which this requirement could be awarded. E. Provide a list (General) of organizations your company has recently supported (within the last 3 years)/or currently supports for Enterprise Architecture services in the commercial marketplace and DoD. See FAR 2.101(b)(6) for definition of commercial service. F. Any Other Information Deemed Useful to USTRANSCOM 5. Response Instructions Please refer any questions to POCs listed below via e-mail.
