- The Mission and Installation Contracting Command - Fort Bragg, North Carolina intends to solicit offers for Foreign Language Training Services in support of the United States Forces Command (FORSCOM). The Contractor shall be responsible for providing Foreign Language Instruction ranging from survival language/cultural awareness orientations of varying lengths from a few hours to months of instruction for all deploying soldiers tailored to the commanders' missions; beginning level language instruction for specified units; refresher, maintenance and sustainment global language instruction; intensive or quote mark iso-immersion quote mark type courses and MOS /mission specific instruction for professional military linguists. The services will be performed at various locations throughout the Continental United States (CONUS). The Prime Contractor shall be accredited by either a regional or national accrediting association. Their accreditation will be verified through the U.S. Department of Education's Database of Accredited Postsecondary Institutions and Programs listing at http://www.ope.ed.gov/accreditation/agencies.aspx. The Government intends to issue Request for Proposal (RFP) W91247-12-R-0013 resulting in the award of a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for this requirement. The North American Industrial Classification System (NAICS) code for this acquisition is 611630 and the small business size standard is $7 Million. The requirement will be solicited under full and open competition in accordance with the policies and procedures outline in Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiations, and other applicable regulations and FAR supplements. The RFP will be available to interested industry participants on or around 20 December 2012. The RFP will be accessible through the Army Single Face Industry (ASFI) website, https://acquisition.army.mil/asfi/; or the Federal Business Opportunities (FBO) website, https://www.fbo.gov. The resultant contract will include a basic ordering period of 11 months, and two (2) one-year optional ordering periods. There will also be a thirty (30) day phase-in period prior to the beginning of the basic ordering period. The RFP and any subsequent documents related to this requirement will be available for download at the ASFI and FBO websites referenced above. Potential offerors are responsible for monitoring these sites for the release of the solicitation package and any subsequent amendments. All offerors must be registered in the System for Award Management (SAM) database. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
