Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W31P4Q-13-R-0060 and is issued as a request for proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 333924, with a small business size standard of 750 employees. This requirement is a Small Business set-aside and only qualified offerors may submit bids. New equipment ONLY; no remanufactured or quote mark gray market quote mark items. The forklift must be covered by the manufacturer's warranty. Bid must be good for 30 calendar days after close of Buy. Shipping must be free of board (FOB) Destination CONUS (Continental U.S.), which means that the seller must deliver the goods on it conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. FOB Destination shall be Huntsville, AL 35806. All proposals shall include delivery dated expressed in days or weeks from award date; provide normal delivery dates then possible price including express shipping. The FORKLIFT is required for movement of ISU 90 containers. The specifications are as follows: 15,500 lb lift capacity, 7000 hours or less operating time, solid pneumatic tires, diesel fuel, 60 quote mark - 72 quote mark pallet forks, and 30-90 day warranty. Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM Any award resulting from the RFP will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR Provision 52.212-1, Instructions to Offerors - Commercial; Provision 52.212-2, Evaluation of Commercial items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; Clause 52.204-7, Central Contractors Registration; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; Clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders - Commercial Items; Clause 252.232-7003 Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003 Army Electronic Invoicing Instructions, are applicable to this acquisition, other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7003. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. Proposals are due no later than 11:00 am (CST), December 26, 2012, in the contracting office, Building 5303, Martin Road, Redstone Arsenal, Alabama, 35898-5280. Oral communications are not acceptable in response to this notice. All responsible sources may submit a proposal which shall be considered by the agency. In the event multiple proposals are received, the proposals will be evaluation on the basis of lowest price, technically acceptable. All proposals shall also include a copy of your commercial pricelist or price support along with your CAGE code, Taxpayer Identification number, and DUNS number.
