- PROJECT:Overview of Program/Project Management for Government Contracting Professionals, Strategic Sourcing, Integrated Acquisition for Decision Makers, Forging Stakeholder Relationships, Leading in the Acquisition Environment, and Leader as Coach. BACKGROUND:The DALC is conducting market research and seeking information from all interested vendors regarding the availability of a commercial-off-the-shelf (COTS) training curriculum the following six( 6) courses: "Overview of Program/Project Management for Government Contracting Professionals. "Strategic Sourcing "Integrated Acquisition for Decision Makers "Forging Stakeholder Relationships "Leading in the Acquisition Environment "Leader as Coach INFORMATION REQUESTED The Government is requesting that all interested vendors provide information regarding their capability to provide and present a COTS, classroom-based training curriculum designed for Government contracting professionals for the following six( 6) courses: Overview of Program/Project Management for Government Contracting Professionals, Strategic Sourcing, Integrated Acquisition for Decision Makers (similar or equivalent to DAU ACQ451), Forging Stakeholder Relationships (similar or equivalent to DAU ACQ452), Leading in the Acquisition Environment (similar or equivalent to DAU ACQ450), and Leader as Coach (similar or equivalent to DAU ACQ453). No custom course design activities are desired - VA is seeking a COTS courseware product requiring little to no modification or customization for VA purposes. A brief description of the courses are outlined as follows: Overview of Program/Project Management for Government Contracting Professionals The goal of Overview of Program/Project Management for Government Contracting Professionals is not to provide VA contracting professionals with functional program/project management knowledge and skills (i.e., create project managers out of contracting professionals). The goal is to provide an overview of the salient, relevant aspects of program/project management that will enable contracting resources to better understand and appreciate the challenges faced by the program/project teams they support, and to enhance their ability to provide substantive, value-added support to those teams. Objectives of the Overview of Program/Project Management for Government Contracting Professionals class include, but are not limited to: "Effectively manage projects using the key elements of procurement management "Identify project management components and processes "Assemble and manage a high-performance team "Set realistic, measurable goals and objectives "Master fundamental project management skills, concepts, and techniques Key course topics could include: "Introduction to project management "Project initiation "Project planning/development "Project implementation/execution "Project monitoring "Project closeout Strategic Sourcing Objectives of the Strategic Sourcing class include, but are not limited to: "Focus on strategic sourcing for the Government in order to save money, create efficiencies and comply with OMB/OFPP strategic sourcing requirements. "Understand and utilize the collaborative and structured process of critically analyzing an organization's spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently. "Strategically source across federal agencies. "Establish mechanisms to increase total cost savings, value, and socioeconomic participation. "Collaborate with industry to develop optimal solutions. "Share best practices, and create a strategic sourcing community of practice. "Evaluate total life cycle management costs. "Improve vendor access to business opportunities. The Government is seeking course equivalents to the four courses listed below. Please see DAU catalog for course objectives and additional information "Leading in the Acquisition Environment (DAU ACQ450) "Integrated Acquisition for Decision Makers (DAU ACQ451) "Forging Stakeholder Relationships (DAU ACQ 452) "Leader as Coach (DAU ACQ453) VA may utilize the responses to this RFI to conduct additional market research. It is possible that the VA may invite respondents to attend an in-person question and answer session with VA officials. The information gathered will be used to more fully develop a requirement that would be properly completed. Information obtained from this RFI and subsequent meetings with the vendors, if any, may be utilized to assist the VA in developing a formal Request for Proposal (RFP) or Request for Quote (RFQ). Vendors must also provide supporting documentation that describes past projects that are similar in scope. SPECIFIC QUESTIONS TO BE ADDRESSED All questions listed below must be answered completely. The vendor is encouraged to provide any additional information that it believes would be useful to the VA. 1.Does your company offer a COTS, classroom-based course for any of the following six(6) courses?: "Overview of Program/Project Management for Government Contracting Professionals. "Strategic Sourcing "Integrated Acquisition for Decision Makers "Forging Stakeholder Relationships "Leading in the Acquisition Environment "Leader as Coach No custom course design activities are desired - VA is seeking COTS courseware products requiring little to no modification or customization for VA purposes. 2.If so, are any of these courses listed on a General Services Administration (GSA) Federal Supply Schedule (FSS) or are they available as an open market purchase? If the course(s) is (are) available on a GSA FSS, provide the course name(s) and schedule number(s). 3.If so, what is commercial list price per student for each applicable course? 4.Do you offer volume price discounts? If so, what is your discount structure? 5.Provide the COTS course description(s), including learning objectives, topics to be covered, and the number of associated continuous learning hours for each course. 6.If available, provide course evaluations or references from previous course attendees. 7.Where is your training facility(s) located? 8.What is your current Calendar Year 2013 course schedule? 9.Can you provide this course at a customer location? 10.What is your cancellation policy? 11.What is the socio-economic category of your company? RESPONSES Responses must be single-spaced, 12 point-font, with numbered pages and should not exceed 15 pages in length, including the cover page, appendices, tables, and figures. Responses should use the following subject heading: "VA Training Courses Continuous Learning Point Contracting Professionals Training". Electronic submissions must be in either Microsoft Word or Adobe PDF format. Submissions must be properly marked. DATES Responses must be submitted to the Department of Veterans Affairs, Denver Acquisition and Logistics Center, on or before 12:00 PM (noon) Mountain Time on Friday, December 21, 2012. ADDRESSES Submissions must be provided to Mr. Kip Sheppard, Contracting Officer, at kip.sheppard@va.gov. NOTE The VA will utilize the information from this RFI to help develop the agency's RFP or RFQ. Vendors must identify any proprietary information in their responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The Government is not obligated to provide comments to vendor submissions. The Government will not pay for information solicited, nor will it recognize or reimburse any costs associated with any RFI submission. Therefore, the Government recommends that vendors submit electronic versions of, or web links to, previously prepared presentations, documentation, white papers, and other relevant information. DISCLAIMER Responses are not offers and cannot be accepted by VA to form a binding contract. VA does not intend to award a contract on the basis of this RFI or to otherwise pay for information solicited. The term "vendor" refers to those members of industry providing a response to this RFI.
