Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The DLA Distribution J7 Acquisition Management Office and DLA Headquarters is conducting market research to determine the extent of small and large business sources capable of performing Hazardous Materials (HM) Management services as a 3PL product provider with responsibility for standardizing and lowering the cost of procurement, receipt, storage, issue, tracking, and reuse of Hazardous Materials supporting customers located on the island of Okinawa that includes but is not limited to Camp Shields, Camp Lester, Camp Foster, Camp Butler, Camp Kinser, Camp Courtney, Camp Hansen, Camp Schwab, Kadena AFB, Marine Corps Air Station (MCAS) Futenma, and the US Naval Hospital. This effort may also include support to the Marine Corps Air Station Iwakuni, Japan; however a decision has not been made to provide that support at this time. Interested parties will address their capability for providing compliant Hazardous Materials Management support (labor and materials) to authorized customers on Okinawa IAW the work effort described below that includes but is not limited to: •a) Complete supply chain management of HM to include all establishment of inventory stock levels, to support the customer base, procurement, and ordering of HM. •b) Receipt, storage, inventory, and issue of both Government-Owned HM and Contractor-Owned HM. •c) Developing and executing innovative methods of reducing costs of HM •d) Utilizing the Hazardous Materials Management System (HMMS) to perform receipt, storage (to include shelf-life management), issue, tracking, and disposal of HM and HW •e) Maintaining Material Safety Data Sheets (MSDS) •f) Performing container tracking •g) Performing accountability of HM products by specific chemical constituents from cradle to grave •h) Providing an approved purchasing system for HM to ensure a fair and reasonable pricing of Contractor-Owned HM issued to the Government customers •i) Performing Marine Corps unit deployment support that includes HM kitting and support packaging assembly •j) Knowledge of OSHA, DoD Hazardous Communications (HAZCOM) Standards, Environmental, Safety, and Occupational Health regulations and Japanese Laws. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 493110, General Warehousing and Storage. In order for the DLA Distribution J7 Acquisition Management Office and DLA Headquarters to properly gauge the capability of the business community, interested concerns must provide: •a) A capability statement (limited to 10 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform the efforts above. This statement should specifically describe your firm's ability to perform the requirements simultaneously at different locations. •b) Relevant Experience (limited to 5 pages) within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above. •c) Confirm in the response that the interested business has an Accounting System approved by DCAA. •d) Provide a primary point of contact (POC) with mail address, email address, and telephone number, and Commercial and Government Entity (CAGE) code for your business. All business sources capable of providing these services are encouraged to respond to this SOURCES SOUGHT announcement via email by submitting their responses to Eric Berns, Contract Specialist via email at Eric.Berns@dla.mil by December 31, 2012 12:00, p.m. EST. If emailing your response, please send it in PDF or MS Word format and reference Hazardous Materials Management Sources Sought in the subject of your e-mail. Do not include or attach brochures in addition to your response. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. The submission of this information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received.
