- Description
- The Air Force Life Cycle Management Center Armament Directorate located at Eglin Air Force Base, FL intends to award a sole source contract under the authority of 10 U.S.C. 2304(c) (1) - FAR 16.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. The award will be made to Northrop Grumman Systems Corporation, located at 1580B W. Nursery Rd. MS B585, Linthicum Heights, MD 21090-2202. The contractor will provide Contractor Logistics Support (CLS) to maintain the AN/ASQ-236 Aircraft Pod at operations sites, CONUS and OCONUS, and depot. CLS includes manpower, management of hardware, software, tools, test equipment, test equipment maintenance and data necessary to support dedicated on-site organizational off-equipment management, maintenance and repair; on-aircraft troubleshooting, software reprogramming, BIT retrieval, and depot management, spares management, maintenance and repair support. In addition to CLS support, the Contractor shall provide the program office with real time updates (within 1 hour) of pod availability, maintenance status, and/or configuration changes. The collection of availability and maintenance data will be used to measure Contractor performance. No technical data package is available. The contractor shall provide on-site support for all pod operations including Air Force flight line maintenance support and deployments. CLS personnel are required at each site and shall support pod maintenance capability at deployed locations worldwide from each site in support of a typical AEF rotation. This action will result in a three year indefinite delivery/indefinite quantity (IDIQ) contract commencing on 12 March 2013. The NAICS code for this requirement is 541330 The Government intends to solicit, negotiate and award to Northrop Grumman Systems Corporation using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Interest persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Phone calls will not be accepted.
