Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-13-R-0035 for the following service: Contractors having previous approvals of a full size niche cover and memorial wall marker sample within the last 12 months may submit a copy of those approvals in lieu of submitting an actual sample. A 6" X 6" sample representative of the stone color to be used and finished per the Sections 2.0 and 3.0 of the Statement of Work shall be required for review. Potential offerors will submit at their expense one (1) blank marble niche cover and one (1) blank marble memorial wall marker according to the specifications listed in Sections 2.0 and 3.0 of the Statement of Work. Samples shall be representative of the stone to be used, the finish to be attained and the placement and diameter of the holes to be drilled. Testing results for the sample will be submitted per Section 6.0 of the Statement of Work. The samples and testing results should be submitted by the closing date of the solicitation. The samples shall be marked clearly on the back with indelible marker, showing contractor name, solicitation number, quarry source of stone and name of stone. Any sample which arrives damaged will not be acceptable. A statement identifying the type of honing pads (or stone) used and its grit ratting must be provided with the samples. The samples shall be the basis for comparison of all blank niche covers and memorial wall markers produced under this contract. The dimensions of the samples submittal shall match exactly the dimensions outlined in the drawings. Samples shall be received by Memorial Programs Service (MPS) prior to closing date. If the samples are disapproved by MPS, you will receive notification by the Contracting Officer and you have until the closing date of solicitation to resubmit samples. No samples shall be accepted after the closing date. The contractor shall be responsible for all work at the cemetery. This procurement is for Lowest Price Technically Acceptable. Evaluation criteria for this award will be in the following order: 1) Price; 2) Technical Qualifications, and 3) Past Performance. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 327991. Size standard is 500 employees. Electronic solicitations will be available for download from http://www.fbo.gov on or about December 14, 2012. Responses to the solicitation are due on or about 2:00 P.M. on January 04, 2012. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. ****NOTE - All potential offerors who have submitted and received approval notification for a sample of same type within the last 12 months may submit a copy of that approved review with the bid to avoid submitting another sample.***** ****NOTE - All Service Disabled Veteran Owned Small Businesses shall be listed in VetBiz and been verified at time of contract award. **
